Swachh Bharat Mission 2.0: Three panels for implementation in J&K
Three committees have been constituted by the administration for the implementation of the Swachh Bharat Mission (SBM) 2.0 in the Union Territory of Jammu and Kashmir.
The committees include UT High Powered Committee (UTHPC), UT Level Technical Committee (UTLTC) and District Level Committee (DLC). As per the order issued by the General Administration Department, UT High Powered Committee shall have 12 members and which shall be headed by Chief Secretary Jammu and Kashmir.
Further, the committee will approve the overall UT Action Plan for achieving SBM objectives with planning for fund flow in the short, medium and long term and consider additional resource mobilization wherever required.
The committee shall approve the selection of clusters so that common infrastructure could be shared between a group of cities, towns, contiguous rural areas and ensure that land free from encumbrances is made available for setting up the necessary infrastructure.
Also, the 12 member committee shall ensure convergence of action for sanitation and waste management in the urban and rural areas of the UT and bring about inter-departmental coordination for this purpose.
The UT High Powered Committee shall conduct independent review and monitoring during the execution of the projects, to ensure timely audits of funds released and review the “Action Taken Reports” on various audit reports of the mission and other similar reports and to facilitate capacity building of parastatal bodies that would help ULBs to implement used water management.
The committee will also review the progress of capacity building initiatives, IEC and public awareness activities under the mission, address the violation of norms and conditions, review legal issues, if any, and will take up any other matter relevant for the efficient implementation of the mission, or matters referred to it by the SBM National Mission Directorate.
The Committee may also co-opt member(s) from any Government Department, Government organization and may also invite experts in the field to participate in its deliberations. The committee will play a majorly strategic role, including oversight of regulatory compliances, and approving an overall plan for achieving SBM-2.O objectives. The committee shall be serviced by the Housing & Urban Development Department.
Whereas, the UT Level Technical Committee shall have 14 members and will be headed by the Administrative Secretary, Housing & Urban Development.
The committee as per the order will review the DPRs and projects relating to Sanitation, Solid Waste Management, used water management/ IEC and CB as recommended by the ULBs. Advice, help the ULBs to prepare ULB level CSAP and CSWAP for sanitation, used water and SWM for all cities covered under SBM-Urban 2.0.
The committee will prepare the UT action plans with annual timelines to create ULBs ODF+, ODF+, Water+, 3-star Garbage Free. The committee will also facilitate use of IT enabled tools and solutions for the preparation of DPRs and approve projects for uploading on the Proposal Tracking System (PTS) for fund release.
The committee may also co-opt member(s) from any Government Department/Government organization and may also invite experts in the field to participate in its deliberations.
Further, District Level Committee shall have six members that will be headed by the Deputy Commissioner of the concerned District Chairman.
As per the order, the committee will review all aspects of convergence between SBM Urban 2.0 with SBM-Grameen, while implementing the respective Missions and approve the overall plan for achieving SBM-2.0 objectives.
Also, they will review the preparation of CSAP and CSWAP and the preparation of the DPRs. Also, they will be setting up City Sanitation Committees with the participation of selected citizen representatives for monitoring the efficient functioning of assets created. The committee will also review the implementation of projects in a time-bound manner.
