DSEK to recover ‘wrongly paid’ HRA to 25 employees
The Directorate of School Education Kashmir (DSEK) has directed officials to recover House Rent Allowance (HRA) from more than 25 employees who have been wrongly paid while in possession of government accommodation in violation of rules.
The directions have been issued with regard to the circular issued by the Finance Department on 11th February 2021. A circular in this regard has been issued by the Director of School Education Kashmir Dr. Tassaduq Hussain Mir.

“Attention of all Chief Education Officers and Principal DIETs of this Directorate is being sought in light of the Circular issued by the Finance Department vide no: A/56 (2014) bated: 11.02.2021 regarding payment of House Rent Allowance and recovery of rent thereof”, the circular reads.
In this regard, it is hereby reiterated that no HRA is admissible to any such Government Employee who is allotted Government accommodation. It is also clarified that in case any amount of HRA has been paid to such Government employee who is residing in any Government accommodation, such amount shall be recovered from the concerned employee forthwith, it added.
“It is further enjoined upon all Government employees who have been provided Government accommodation by estates, or other departments, have to pay rent of that accommodation to the estate’s Department”, it added.
“As such, all Principal DIETs and Chief Education Officers are accordingly requested to direct the DDOs under their administrative control to ensure the recovery of HRA, which has been wrongly paid to Government employees while in possession of Government accommodation in violation of rules, especially the list enclosed with the Circular. The rent of the accommodation is deducted from the salary of the employees in monthly pay bills”, it reads.
Earlier on 8th October, last year, the DSEK in a circular has requested that HRA of the employees who are in possession of government accommodation as per the appended list may kindly be deducted in monthly bills in accordance with the existing rules, as it is the responsibility of Drawing and Disbursing Officer to ensure in pursuance to the same in pursuance to order dated 11/12/1998 by Finance Department.
