2 panels for implementation of Town Planning Scheme, ECBC
The Jammu and Kashmir government on Monday has created two separate panels for the implementation of Energy Conservation Building Code (ECBC), Eco-Niwas Samhitta and Town Planning Schemes in Jammu and Kashmir.
The panel for implementation of Energy Conservation Building Code (ECBC) and Eco-Niwas Samhitta (ENS) Jammu and Kashmir comprises of a 25-members.

Administrative Secretary, Power Development Department shall act as Chairperson of the committee, while Administrative Secretary, Housing and Urban Development Department Co-Chairperson will be the co-chairperson.
“In terms of Energy Conservation Act, 2001 and Energy Conservation Building Code (ECBC) Rules 2018, the sanction is hereby accorded to the constitution of a Committee, comprising the following, for implementation/enforcement of the Energy Conservation Building Code (ECBC) and Eco-Niwas Samhitta (ENS) in the Union territory of Jammu and Kashmir”, reads the order issued by the Manoj Kumar Dwivedi Principal Secretary to the Government.
As per the order, the committee will promote energy efficiency standards through optimization of parameters in the various components and systems of the building in line with the provisions of these rules to enhance the building performance and provide every support to make it an effective instrument of promoting energy conservation and energy efficiency in the commercial buildings or establishments.
“To forward its recommendations to the Bureau to assist the National Energy Conservation Building Code Implementation Committee to develop and revise energy consumption standards for buildings, in terms of energy performance index, zone-wise – hot and dry, warm and humid, composite, temperate and cold climate zones, classification- wise”, the order reads.
As per the order, the committee will create awareness about the Energy Conservation Building Code and the procedure for the erection of Code-compliant buildings. Also, to promote the construction of energy-efficient buildings, ensuring quality and consistency in their constructions having regard to the climatic conditions and needs of the building projects.
To promote capacity building of building professionals, developers and contractors to promote energy-efficient designs of buildings in close coordination with jurisdictional authorities and to undertake performance review of annual work of all Empaneled Energy Auditors (Building) to check their credentials, it reads.
Similarly, the panel for implementation of Town Planning Schemes mandated to formulate and implement the upcoming Ring Roads, greenfield areas, earmarked TPS areas of the Master Plan and for drafting legislation for Local Area Planning, Town Planning schemes for Jammu and Kashmir. An order in this regard has been issued by Manoj Kumar Dwivedi Principal Secretary to the Government.
Sanction is hereby accorded to the constitution of a Divisional Level Steering Committee(s), comprising the following, for formulation and implementation of Town Planning Schemes (TPS) alongside the upcoming Ring Roads/greenfield areas/earmarked TPS areas of the Master Plan and for drafting legislation for Local Area Planning/ Town Planning schemes for Jammu/Kashmir Divisions”, reads the order.
The committee for Jammu will be headed by Divisional Commissioner, Jammu and will have 10 other members. The committee for Kashmir shall be headed by Divisional Commissioner Kashmir and will also have 10 other members.
As per the order, The Jammu Development Authority and the Srinagar Development Authority with the support of the Town Planning Organization Jammu as well as Kashmir shall be implementing agencies for the formulation of the Town Planning schemes. The committees can opt for any member from any other department as per the requirement.
Further, as per the order, the committee will prepare the Town Planning Scheme for identified areas in the Jammu, Kashmir Division and submission of same to the Government within the prescribed time schedule. Also, implement the approved Town Planning Scheme on the ground, including the formation of the Special Purpose Vehicle for its successful implementation.
As prepare the terms of reference for the hiring of the consultant, drafting legislation for Local Area Planning and Town Planning Scheme implementation after evaluating the different legislation related to management, development and control of land in urban areas.
The committee will also coordinate with various agencies for data collection and validation/approval of concept designs/bye-laws, besides estimation of costing and convergence of project components.
