Govt entitles male employees for child care leaves as single parents
Couple of years after the centre government allowed child care leave to ‘single male employees, the Jammu and Kashmir government on Wednesday also permitted male government employees who were single parents were now entitled to child care leave.
“Single male parent” included employees who were unmarried or widower or divorcee and might therefore be expected to take up the responsibility of caring for a child single-handedly.

The facility is already applicable to male employees working for central government.
During the period of child care leave, a woman employee and single male employee shall be paid 100% of the pay drawn immediately before proceeding on leave for the first 365 days, and at 80% of the pay for the next 365 days.
The Finance department today through SO 154 made amendments in J&K Civil Service(leave) Rules, 1979 which states that-in exercise of the powers conferred by proviso to Article 309 of Constitution of India, the Lieutenant Governor is pleased to direct that the following amendments shall be made in the Jammu and Kashmir Civil Services (Leave) Rules,1979; namely: In rule 41-A; in sub-rule (1.), for the words “woman employee”, the words, “woman employee and single male employee” shall be substituted; Sub-rule(3) shall be substituted by the following;-“During the period of child care leave, a woman employee and single male employee shall be paid one hundred percent of the pay drawn immediately before proceeding on leave for the first three hundred and sixty five days, and at eighty percent of the pay for the next three hundred and sixty five days.” At the end of clause(ii) of sub-rule(7), the following shall be added : “However in case of single female employee, the grant of three spells in a calendar year shall be extended to six spells in a calendar year.” After clause (v) of sub-rule(7), the following shall be added as clause (vi); namely:- (vi) Child care leave may not be granted for period less than five days at a time.”
After clause(vi) of sub-rule(7) the following explanation shall be added: Explanation-Single Make Employee means-an unmarried or widower or divorcee government employee.
These provisions shall take effect from the date of the issue of the notification.
