Water, power bill payment must for govt employees to get salary
Following the footsteps of the Assam government the Deputy Commissioners of twin districts viz Kathua and Samba have issued directions to all the Drawing and Disbursing Officers, DDOs, to release the salary of those employees who produce ‘No Dues Pending Certificate’ from PDD and PHE departments.
“If the electricity and water bills are not paid by the government employees, then the salary of the erring staff shall not be prepared by the DDOs. As a matter of proof, the employees should submit the system generated payment receipt of the latest electricity and water bills to their DDOs”, an administrative officer informed.
He said that the initiative in this connection has been taken to lessen the financial burden of the PDD and PHE departments which are running in loss and are seeing to the government for grants in aid to run the system.
Worthwhile to mention here that last year such a move was adopted by the Assam government wherein all the government employees were directed to pay the electricity bill and get salaries.
Earlier in the month of February, the Director of Health Services Kashmir had also resorted to salary deterrent and issued a notification in which it had been stated that no salary would be given to the employees whose work was unsatisfactory.
Further in the year 2021, the JK UT administration issued a similar circular stating that no salary for new employees without CID verification.
The circular issued by Manoj Kumar Dwivedi, the Commissioner-Secretary of the General Administration Department on March 13 read, “It was pointed out that a CID security clearance was made mandatory for new entrants to draw salary or allowance in separate orders in 1997 and 2016, hence all administrative secretaries, divisional commissioners, deputy commissioners, heads of departments and managing directors of all public sector undertakings shall ensure that no new entrant in government service is paid a salary or any other allowance till a CID verification is done”.
