Govt issue guidelines for construction in rural areas

The government has directed officials in Kashmir to ensure adoption of five provisions including proper drainage, rain water harvesting system before granting construction the permission for residential and commercial buildings in rural areas of valley.

The directions have been passed by the Department of Rural Development Kashmir to all ACDs, ACPs, DPOs and BDOs to ensure that provisions are included in proposal seeking grant in building permission.

Further the instructions have been passes months after the department designated competent authority and committee for permission for construction and reconstruction in rural area.

A circular in this regard has been issued by the Imam Din Director Rural Development Department Kashmir.
“Department of Rural Development and Panchayati Raj J&K vide Government order No. 11 RD&PR of 2022 dated 22-01-2022 has designated Competent authority, committee for grant of permission for construction, reconstruction, alteration of residential, commercial buildings in rural areas in terms of Section 12 Sub Section 2 (IV) of J&K Panchayati Raj Act 1989 and Rule 155 and 156 of J&K Panchayati Rules 1956 as amended from time to time”, the circular reads.

While according the above stated permission, the designated authority, committee must ensure that the proposals for construction, re-construction, alteration of residential, commercial buildings, should also essentially contain following provisions.

“The provisions include proper drainage, proper access to proposed residential and commercial structure(s), provision of rain water harvesting and storage, provision of Solar Energy harvesting and provision of mandatory fire gap”, it added.

“Therefore, in view of above it is impressed upon all ACDs/ACPs/DPOs /BDOs to ensure inclusion of above stated provisions in proposals seeking grant of building permission by the designated committees, authority”, the circular reads.

“However, these provisions shall be in addition to the other requirements as deemed appropriate by the permission granting authority”, it added.
