Govt to ensure digitization of each DBT scheme within month
The government has asked departments in Jammu and Kashmir to ensure end to end digitization of each Direct Benefit Transfer (DBT) scheme within one month positively.
Direct Benefit Transfer is an attempt to change the mechanism of transferring subsidies launched by Government of India on 1 January 2013. This scheme or program aims to transfer subsidies directly to the people through their linked bank accounts.
It is hoped that crediting subsidies into bank accounts will reduce leakages, duplicity and delay and the new processes will increase transparency and accountability.
The schemes include Janani Suraksha Yojana, National Covid-19 Vaccination Program, Centrally sponsored scheme for Implementation of Protection of Civil Rights Act 1995 and Scheduled Castes and Scheduled Castes and Schedules Tribes (Prevention of Atrocities Act. 1989), RKVY (RAFTAAR), Protection and Empowerment of Women-Comprehensive Scheme for combating Trafficking of Women and Children-Ujjawla- Salary and One Stop Centre-Services to Beneficiaries.
It also includes Protection and Empowerment of Women-Comprehensive Scheme for combating Trafficking of Women and Children-Ujjawla-Facilities to beneficiaries, MSA-Rainfed Area Development, Child Protection Services – Facilities to Beneficiaries and Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY).
An order in this regard has been issued by Finance Department (Budget Division).
“Review of DBT Schemes and broad Guidelines/ Methodology for identifying savings. The undersigned is directed to request all the Administrative Departments to ensure implementation of following processes in respect of DST in a time bound manner as under”, reads the order.
The on-boarding of all the pending Centrally Sponsored Schemes on J&K DST Portal shall be completed within two days positively, it added.
“Both tangible and intangible gains/savings due to Aadhaar based DST shall be captured and reported. Tangible savings reflect the monetary benefit that is saved by the implementing department through process of de-duplication and removal of fake/non-existent beneficiaries (copy of guidelines enclosed). The Departments shall ensure to report such savings on monthly basis”, the order reads.
“The reporting and updation on J&K DST portal shall be carried on month to month basis. The Department shall ensure end to end digitization of each DST scheme within one month positively”, it reads.
