J&K admin introduces compassionate appointment scheme, old rules repealed

The Jammu and Kashmir government has introduced the rehabilitation scheme that will provide compassionate appointment or monetary help to the deserving people.

“Government of J&K has repealed the J&K Compassionate Appointment Rules, 1994 issued under SRO 43 of 1994 and introduced the J&K Rehabilitation Assistance Scheme, 2022 notified vide S.O. No. 429 dated 06-09-2022”, the order issued by general administration department said.

Meanwhile, vide another GAD order government has constituted a committee under Jammu & Kashmir Rehabilitation Assistance Scheme, 2022.

The scheme has been earlier approved by the Administrative Council, which met here under the chairmanship of Lieutenant Governor Manoj Sinha about a fortnight back.

“The above Scheme envisages appointment of the dependents of Government servants, who die in harness/ retire on invalid pension/ are killed in militancy related action/enemy action on International Border/Line of Control on compassionate grounds and grant of monetary compensation based on an objective and criteria based framework of appraisal, as outlined in Annexure – I to the said Scheme”, the order said.

The order added , “Further, the above Scheme also envisages electronic processing and disposal of applications of the dependents of the deceased government servant or Government servant retiring on invalid pension. It has been decided that all the Autonomous Bodies, Public undertakings/ Government Companies in UT of J&K, where SRO 43/1994 is Currently in operation shall proceed to adopt the J8&K Rehabilitation Assistance Scheme, 2022 forthwith with the approval of the respective competent authorities, namely, Governing Bodies, Board of Directors etc”.

These organizations shall also put in place a mechanism for electronic receipt and disposal of applications under the said Scheme.

“Accordingly all the Administrative Secretaries are advised to direct all the Autonomous Bodies, Public Sector Undertakings, Government Companies etc. under their administrative control to take immediate measures for adoption of the J&K Rehabilitation Assistance Scheme, 2022, with the approval of the respective Competent Authorities. The said organizations shall also set up a dedicated portal for the electronic receipt and disposal of applications under the Scheme. This issues with the approval of the Competent Authority”, the order added.
“Sanction is hereby accorded to the constitution of a Committee comprising the following officers for examination of the applications received for compassionate appointment/ monetary compensation under the Jammu & Kashmir Rehabilitation Assistance Scheme, 2022-with Director Finance, General administration Department as its chairman, Deputy Secretary to Government, GAD and Under Secretary to Government, GAD as its members”, the order said.

The order further adds The Committee may co-opt an Officer, not below the rank of Additional Secretary to the Government, of the Cadre Controlling Department of the deceased employee or employee retiring on invalid pension during the course of the deliberations on the application of the dependent of the concerned deceased employee or employee retiring on invalid pension. The Committee shall make recommendations for appointment/monetary compensation on compassionate grounds as per the total points obtained by each applicant under the applicable Relative Merit Points Assessment Scheme as outlined in Annexure-I to the Jammu and Kashmir Rehabilitation Assistance Scheme, 2022.
