H&ME’s 10-member panel to devise mechanism for dealing drug abusers
The Health and Medical Education (H&ME)Department has constituted a 10 members committee for developing end to end mechanism for handling the identified drug abusers under NashaMukt Jammu and Kashmir Abhiyan.
NashaMukt Jammu and Kashmir Abhiyan were launched by the Jammu and Kashmir Lieutenant Governor Manoj Sinha earlier this month
As per the order issued by Bhupinder Kumar, Secretary to the Government, Health & Medical Education Department the committee will constitute of Mission Director, National Health Mission, J&K (Chairman).
The other members of the committee include Director Health Services Jammu, Director Health Services Kashmir, Director Ayush, J&K, Project Director, JKSACS, J&K, Managing Director, J&K Medical Supplies Corporation, Limited, State Drugs Controller, Drug & Food Control Organization, J&K, Head of the Department Psychiatry, GMC Jammu/ Kashmir, Head of the Department Gastroenterology, GMC Jammu/Kashmir, Head of the Department Gastroenterology, GMC Jammu/Kashmir and Divisional Level Nodal Officers from Director Health Services Jammu/Kashmir.
As per the order, the committee shall chalk out a well-devised Standard Operating Procedure for end-to-end handling of the identified drug abusers through coordinated, multi-dimensional, inter-departmental, and multi-level campaigns to tackle the menace of drug/substance abuse encompassing the following.
Setting up of Drug De-addiction Rehabilitation Centre in all districts with OPD and IPD facilities by optimally utilizing the existing facilities being run by Police / Social welfare/ NGOs etc. Devising mechanism for collating information on over-the-counter drugs /medicines being misused by the drug/substance • abusers for identification of drug abuse.
Devising methodology for taking up research, survey, and impact assessments on substance use, as a continuous activity. Devising mechanisms for regular counseling with Drug addicts while maintaining anonymity as a continuous activity.
Measures to undertake detailed screening of HIV / Hepatitis patients and undertake remedial measures for those found involved in drug abuse as a continuous activity. Evolving procedures for community recovery alongside individual recovery by collective support through medical and counseling services.
Converging the activities of stakeholder Departments such as Ayush, Social welfare, Youth Sports & Services, and others for holding rehabilitative programs including regular Yoga sessions for drug addicts/ de-addicts. Robust IEC campaign at different levels for continuous awareness covering preventive, curative, and rehabilitative aspects.
The SOP shall envisage activities right from home detoxification to Addiction Treatment Facility {ATF) (Day Care/ OPD) up to rehabilitation and De-addiction (Long Term IPD).
The committee shall also suggest mechanisms to ensure the availability of adequate substitute drugs for a home detoxification. The role of various health institutes and other agencies shall be clearly defined for ensuring proper implementation of the SOP. The committee shall submit the draft: SOP by the 10th of September 2022.
