J&K to apportion 1193 employees to Ladakh

After verifying credentials of the employees recommended by Union Territory of Ladakh as well as administrative departments, the Jammu and Kashmir government is considering apportionment of 1193 employee on the basis of options exercised by them.

Of these 1193 employees, 31 are from Agriculture Production, 4 from Animal/Sheep Husbandry, 6 from Finance, 165 from Food, Civil Supplies & CA, 36 from Forest, Ecology & Environment, 48 from Health and Medical Education, 6 from Higher Education, 21 from Horticulture, 14 from Industries and Commerce, 10 from PHE/I&FC department.65 from Power Development, 49 from R&B Department, 90 from Revenue, 82 from Rural Development, 478 from School Education, 53 from Social Welfare, 10 from Tourism, 22 from Transport department and one each from Culture and Election, Home.

An order in this regard has been issued by Dr. Piyush Singla, Secretary to the Government, General Administration Department.

The order further asked concerned departments to relive the employees in meantime they will continue their service in Jammu and Kashmir/

Whereas, vide Government Order No. 1212-JK(GAD) of 2021 dated 15.11.2021 read with Government Order No. 505-JK(GAD) of 2022 dated 05.05.2022, 12,272 employees serving on a substantive basis have been apportioned to Union Territory of Ladakh, on the basis of options exercised by them, in terms of Section 89 of the Jammu and Kashmir Reorganization Act, 2019.

It was further provided in the Government Order No. 1212-3K(GAD) of 2021 dated 15.11.2021 that the apportionment of remaining employees referred by the Union Territory of Ladakh shall be considered after further verification.

And whereas, vide Order No. 255-LA (GAD) of 2022 dated 25.08.2022, the General Administration Department, Union Territory of Ladakh deputed a team of Officers along with the details of 1253 employees for considering their apportionment to the Union Territory of Ladakh and based on the scrutiny so conducted, cases of 1202 employees were found in order for consideration to their apportionment to Union Territory of Ladakh.

In terms of communication No. A/95/2021-Secy-GAD dated 16.09.2022, the Union Territory of Ladakh confirmed authentication of the service particulars of 1202 employees whose service credentials were found in order during %IT joint verification conducted by the officers/ officials of the two Union territories;

And whereas, it was observed that a few employees out of 1202 recommended for apportionment by the Union Territory of Ladakh had already retired on attaining age of superannuation and were, accordingly, excluded from the process of apportionment.

Some representations were also received in the General Administration Department, Union Territory of Jammu and Kashmir from employees seeking apportionment to the Union Territory of Ladakh, and after consultations with the concerned Administrative Departments, the cases of employees of the following departments have been found in order for considering their apportionment to the Union Territory of Ladakh.

After considering the verified credentials of the employees recommended by the Union Territory of Ladakh and those recommended by the above Administrative Departments, the department-wise details of employees, who are to be considered for apportionment to Union Territory of Ladakh based on the options exercised by them.
Now, therefore, in the exercise of the powers under Section 89 of the Jammu and Kashmir Re-Organization Act, 2019, the Lieutenant Governor of Jammu and Kashmir, is pleased to apportion 1193 employees to the Union Territory of Ladakh, the order reads.
