Government approves development of Industrial Estate in Budgam
The Jammu and Kashmir government has approved the development of an Industrial Estate at Banderpora in Central Kashmir’s Baramulla district.
The development of Industrial Estate will come up at a cost of Rs.18 Crore and sixty-five lakh.
“Administrative Approval is hereby accorded to the “Development of Industrial Estate at Banderpora Budgam” at a cost of Rs.1865.15 lakh (Rupees eighteen crore, sixty-five lakh and fifteen thousand) only”, reads the order issued by Prashant Goyal, Principal Secretary, Industries and Commerce Department, Jammu and Kashmir.
As per the order, Rs.11 Cr and ninety-three lakh would be spent on civil component-development of internal infrastructure, Rs.2 Cr and one lakh on water supply scheme by Jal Shakti Department and Rs.4 Cr and seventy-one lakh on the power supply.
The Accord of Administrative Approval is subject to the following conditions which include that all the components of the DPR/ project are technically vetted & approved before execution of the project. All the codal formalities required under the rules are completed before the execution of the work.
The e-tendering process shall be followed, and the entire work (all 3 components) shall be bid together with suitable eligibility criteria for the contractor. All the relevant provisions of the GFR 2017 and the Department of Expenditure’s Manual for Procurement of Works, 2022 shall be followed in letter and spirit.
That the encumbrance-free land is available and cost thereof is covered by the DPR cost. In the case of departmental land, payment shall not be involved and loaded on the DPR cost. There shall be no cost or time overrun during the execution of the project.
The project shall be executed as per standard specifications at the latest schedule of rates on which DPR has been formulated. The project shall be executed out of funds available under Capex Budget only.
That no liability of any kind shall be created while executing the project and the funds earmarked for the project shall not be diverted towards some other project. This issue with the concurrence of Director Finance, Industries and Commerce department conveyed in note para (47) dated 25-10- 2022 in e-File No. IC-PLG/70/2022Q.
