Flaws in surveys of key areas prompt Government to order afresh
The survey on Delineate and Demarcation of Gair MumkinKhad which was on expedite mode has received a jolt as Divisional Commissioner Jammu Ramesh Kumar has pinpointed various flaws and ordered afresh in some areas.
Official sources said that Divisional Commissioner Jammu has pinpointed various flaws in the surveys and accordingly his office has directed the Patwaris to hold afresh survey of their concerned areas. They said that some Patwaris during Khasra-wise survey of lands have committed mistakes as the maps prepared by them through DGPS/ GIS showed Gair MumkinKhad in revenue record and not on ground, but did no consideration on its vice versa ( actually Gair MumkinKhad and showed as BanzarTatim or other title in official record). Further, they failed to show the status of the land with respect to the previous settlement of records, MisalHaqiat.
“There are some mistakes in surveys and concerned patwaris are directed to correct them”, said Div Com Jammu when contacted.
Earlier, while reviewing the progress of delineation of land recorded as Gair MumkinKhad, Nullah, Dariya etc., the Divisional Commissioner had asked the concerned Deputy Commissioners to expedite the process and send weekly segregation reports to the Divisional Level Committee for further action in this regard.
Pertinently, in the month of January, the Administrative Council under the chairmanship of the Lieutenant Governor, Manoj Sinha had approved the procedure for delineation and demarcation of Gair MumkinKhads/ Daryas/ Nallahs etc. which do not form a part of water channels but has been recorded in revenue records as such. The exercise was expected to be conducted in a phased manner in districts of Jammu, Samba and Kathua in three months and remaining districts in one year.
The Administrative Council had also approved constitution of a 3-tier committees to oversee the exercise at District, Division, and Union territory level, headed by the Deputy Commissioner, Divisional Commissioner, and Chief Secretary, respectively.
The District-level Committees was mandated to conduct Khasra-wise survey of all lands recorded as Gair MumkinKhads, Gair MumkinDaryas, Gair Mumkin Nallahs etc. and prepare maps accordingly; delineate lands which do not form part of any water course/source or annual drainage system as per spot verification; to establish baseline for conducting the delineation exercise as per the status of the land in records of 2010, vis-a-vis status of the land with respect to the previous settlement of records, MisalHaqiat etc; and recommend and take remedial action for the illegal encroachments/ constructions actually obstructing the natural flow of water in the channel/course recorded as Gair MumkinKhads, Gair MumkinDaryas, Gair Mumkin Nallahs etc.
The decision in this regard was taken keeping in view of the people who were suffering because of erroneous/misleading entries of such water bodies in their revenue records.
