CHO Shopian Disregards DDC Shopian, Chairperson Writes to CS

Shopian, Dec 20, ANB: District Development Council (DDC) Chairperson Shopian, Bilkesa Jan, has written to the Chief Secretary of Jammu and Kashmir, expressing her strong concerns over the non-cooperation and disregard shown by the Chief Horticulture Officer, Shopian, towards the DDC Council.
According to the Associated News Bureau, in her letter, the Chairperson highlighted a recent official function organized by the Horticulture Department, which included awareness programs and the distribution of horticulture equipment.
Despite the significance of the event, the Chief Horticulture Officer failed to invite the DDC Chairperson and other council members, thereby ignoring the elected representatives who play a vital role in grassroots governance.
The Chairperson stated that such deliberate exclusion undermines the dignity and relevance of the DDC institution, which has been established to strengthen participatory democracy and ensure effective governance at the local level.
“This neglect not only disrespects our positions but also limits our ability to represent and serve the public effectively,” she wrote, urging the Chief Secretary to intervene and ensure that all future programs of public importance include the DDC Chairperson and its members.
Bilkesa Jan also demanded strict action against the Chief Horticulture Officer for violating established protocols and ignoring the PRI institution in official matters. She emphasized that better coordination between government departments and elected representatives is essential for the holistic development of the district and its people.
The DDC Chairperson called for inclusivity and respect for democratic institutions, reiterating the importance of collaboration between administration and elected bodies to ensure the success of developmental initiatives.
Meanwhile, The Department of Horticulture Shopian today organized a farm machinery mela cum awareness programme at Block Headquarter Chitragam Kalan.
The event witnessed the participation of a large number of orchardists.
MLA Zainapora, Showkat Hussain Ganie was the chief guest on the occasion.
Speaking at the event, the MLA urged the orchardist community to adopt the scientific techniques to enhance the production and quality of horticulture produce. The MLA distributed farm machinery including mini tractors, power tillers, spray motors, irrigation pump sets etc on subsidized rates to the orchardists.
Among others, the event was attended by the officers and officials from the Horticulture Department along with the large gathering of orchardists. (ANB)
