J&K Assembly Passes Appropriation Bills, GST Amendment Bill, and House Committee Motions
Jammu, KNT: The Jammu and Kashmir Legislative Assembly on Tuesday passed two Appropriation Bills, authorizing the withdrawal of funds from the Union Territory’s Consolidated Fund for the financial years 2024-25 and 2025-26.
Chief Minister Omar Abdullah, who also holds the Finance portfolio, introduced the Appropriation Bill for 2024-25 (L.A. Bill No. 2 of 2025) and the Appropriation Bill for 2025-26 (L.A. Bill No. 3 of 2025). Both bills were approved through a voice vote following their presentation in the House.
Additionally, the Assembly passed the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025 (L.A. Bill No. 1 of 2025), also introduced by the Chief Minister. The amendment aims to align J&K’s GST Act with recent changes made to the Central Goods and Services Tax Act, 2017.
The Assembly also passed the Grants on Demand Number 2 (SRE Part) for 2025-26, amounting to Rs 16,221.06 lakh, and the Supplementary Demand for Grants for 2024-25, totaling Rs 6,932.55 lakh. The grants, introduced by Omar Abdullah, were presented by Speaker Abdul Rahim Rather and passed by voice vote.
The Legislative Assembly approved motions for the election of members to three key House Committees—the Committee on Public Accounts, Committee on Estimates, and Committee on Public Undertakings—for a term ending March 31, 2026.
The motions, introduced by the Chief Minister and presented by the Speaker, were passed through a voice vote. Each committee will consist of eleven members, elected as per Rules 344, 346, and 349 of the Rules of Procedure and Conduct of Business in the J&K Legislative Assembly. [KNT]
