Govt release Rs.121 Cr under Samagra Shiksha for 2021-22
The government on Wednesday sanctioned the release of advance drawl of Rs.121 Crore funds under Samagra Shiksha, Jammu and Kashmir for its utilization during 2021-22.
Samagra Shiksha is an overarching programme started by the Ministry of Education for the school education sector extending from pre-school to class 12.
Two separate orders in this regard have been issued by B K Singh, Principal Secretary to the School Education Department, Jammu and Kashmir.
“Sanction is hereby accorded to the advance drawal of Rs. Forty-Five Crore Sixty Lakh Thirty-Six Thousand only by Director Finance, School Education Department for its further placement at the disposal of Project Director, Samagra Shiksha, J&K for its utilization during 2021-22 under the centrally sponsored scheme Samagra Shiksha as sanctioned by Ministry of Education dated 25-11-2021”, reads the order.
The other reads, “Sanction is hereby accorded to the advance drawal of Rs. Seventy Six Crore Forty One Lakh Thirty-Three Thousand only by Director Finance, School Education Department for its further placement at the disposal of Project Director, Samagra Shiksha, J&K for its utilization during 2021-22 under the centrally sponsored scheme Samagra Shiksha as sanctioned by Ministry of Education, Government of India”, reads the order.
Further, as per the order, the Project Director Samagra Shiksha, J&K shall send utilization certificates well before 31st March 2022 to the Government of India with a copy to Finance Department and administrative department.
Also, the advance drawl should be as per actual and urgent need and should not result in the parking of funds. Whereas, the Project Director Samagra Shiksha Jammu and Kashmir shall incur expenditure strictly as per the work code description/conditions stipulated in Beams order.
Further, the department has been directed to send a status report about the scheme, in terms of physical and financial progress during the current year and upto date cumulative expenditure and physical achievement.
The order further reads that the accounts and other records shall be open to inspection by an officer of the Ministry of Education or any other person deputed by the Ministry for this purpose.
