J&K admin directs IAS officers to complete PAR process in two days

The administration has directed Indian Administrative Service (IAS) officers in Jammu and Kashmir to complete their part of the Performance Appraisal Report (PAR) for the assessment year 2020-21 as appraisee, reporting authority and reviewing authority by or before December 10.

The administration further said that incomplete PARs shall be force-forwarded without any further notice.

As per the reports, the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Trainings, Government of India Vide 0M F.N0.11059/01/2014-AIS-111(Part) dated 16th June, 2021, extended the timelines for recording the Performance Appraisal Reports (PARS) for the assessment year 2020-21 in respect of the AIS officers with revised timelines.

Whereas, the relaxations were provided keeping in view of the ongoing Covid-19 pandemic and engagement of officers in COVID management related activities at the field level.

However, it has been noted with concern that the PARS for the year 2020-21 in respect of various officers is pending at various stages despite sufficient relaxation offered in the cut-off dates for recording the Self-Appraisal, Reviewing and Reporting of PARs.

Taking note of the issue, the General Administration Department (GAD) has directed officers to complete the process.

“The Performance Appraisal Report is an important document which provides the basic and vital inputs for the further development of an officer. The appraisee, the Reporting Authority and the Reviewing Authority are, therefore, expected to record their part of the PAR with a great sense of urgency and diligence”, reads the circular issued by Manoj Kumar Dwivedi, Commissioner/Secretary to the Government, GAD Department.

“It is, accordingly, impressed upon all the IAS officers to record their part of the PAR for the assessment year 2020-21 as Appraisee, Reporting Authority and Reviewing Authority by or before 10.12.2021 on the SPARROW Portal, failing which the incomplete PARS shall be force-forwarded without any further notice”, it added.

It is pertinent to mention here that as per the revised timelines, the timeline for self-appraisal by the officer was set as 31st August 2021. The timeline for appraisal by reporting authority was set as 30th September 2021. The timeline for appraisal by reviewing Authority was set as 15 November 2021 and the timeline appraisal by accepting authority was set as 31st December, 2021.
