Although Jammu and Kashmir along with Delhi and Lakshadweep were in the category of bottom one-third performers in terms of Overall Performance, they did exceedingly well in Incremental Performance according to the fourth Health Index launched by Niti Aayog.

The fourth round of the Health Index took into account the period 2019-20 (reference year). In the overall index with the reference year 2019-20 the J&K is at sixth rank with a score of 47 has been categorized aspirant in the performance category. In the incremental index with Base Year (2018-19) and Reference Year (2019-20), the J&K UT is among the most improved with a score of 9.55. The J&K is fully improved with vaccination coverage, while in Proportion of Antenatal Care (ANC) registered within first trimester against total ANC registrations (HMIS), J&K ranking with 67.15 has deteriorated to -0.43%. In Pregnant women receiving 4 or more ANCs (%) category the overall score has increased by 6.28. The J&K has seen most deterioration in Proportion of institutional deliveries (HMIS &MoHFW) getting down by -3.66 at 86.48. The performance of J&K has improved percentage performance in total case notification of TB, TB treatment success rate, average occupancy ‘; state level 3 key posts and average occupancy by the CMO in last three months.
The J&K has seen most improved performance, as there was no shortage of ANMS at SCs, MOs at PHCs and UPHCs. However in proportion of shortfall of Specialists at district hospitals against the number required as per IPHS 2012 (State Report) the J&K has seen deterioration by 10.83 at 33.41. Also ther proportion of specified type of facilities functioning as First Referral Unit (FRU) (State Report &MoHFW) has seen deterioration by 19.38 with overall indicator performance(2019-20) at 176.92. Also J&K has witnessed deterioration in Proportion of district hospitals with functional Cardiac Care Unit (CCU) (State Report) by 10 with overall indicator performance(2019-20) of 25.
While J&K has seen no change in Proportion of CHCs with accreditation certificates (State Report), proportion of PHCs with accreditation certificates (State Report), proportion of UPHCs with accreditation certificates (State Report), proportion of DHs certified under LaQshya – Labour Room (MoHFW), proportion of DHs certified under LaQshya – Maternity OT (MoHFW), proportion of CHCs certified under LaQshya – Labour Room (MoHFW) and in proportion of CHCs certified under LaQshya – Maternity OT (MoHFW).
As per the report, the health index is a weighted composite score incorporating 24 indicators covering key aspects of health performance. It said health index comprises select indicators in three domains –health outcomes, governance and information, and key inputs and processes. The report has been prepared in collaboration with the Ministry of Health and Family Welfare with technical assistance from the World Bank.
