Govt notifies guidelines for deployment of teaching staff for essential duties
The government on Tuesday notified guidelines for deployment of School Education Department teaching staff for essential duties while stating that no employee shall be deputed in the election office for more than three months.
The guidelines have been issued following several requests received by the education department from the Deputy Commissioners that the service of teaching staff attached/deployed in the election offices is required for the smooth functioning of election-related activities.
Reports said that the guidelines had been issued in the same line with the deployment of School Education Department staff below the rank of Lecturer to perform Covid-19 containment/mitigation duties.

“Whereas, requests have been received from various Deputy Commissioners that the services of the teaching staff attached/deployed in the election offices are required for the smooth functioning of election-related activities and requests for their continuance with the present assignments, so that election-related work may not suffer,” the order reads.
“Accordingly, it is impressed upon all the HoDs/Chief Education Officers to follow the following guidelines while deploying the teaching staff of School Education Department to other departments for doing essential duties,” it added.
“No teaching staff shall be deployed for more than three months to election office in Deputy Commissioner’s office and it will be non-repetitive. Other guidelines issued by the Department of Disaster Management, Relief, Rehabilitation and Reconstruction vide Government Order No.91-JK (DMRRR) of 2021 dated 28.12.2021 shall also be applicable in these cases”, the guidelines read.
“Not more than one staff member from a single School shall be deployed. Deployment shall be of non-repetitive staff members. Copy of each detailed, specific deployment order containing names/present posting/designation of the staff deployed shall be sent to the School Education Department as well as to Department of Disaster Management, Relief, Rehabilitation and Reconstruction”, are the guidelines issued by SED on December 28th, last year.
In case of deputation of teaching staff, the proposal shall be submitted to the Administrative Department strictly in terms of Article 52 of the Jammu & Kashmir Civil Services Regulations, 1956, amended from time to time. Further, it is also impressed upon all the teaching staff of School Education Department who have been deployed/deputed to other departments have to join back in their original place of posting, the order reads.
