R&B deptt pulls officials for not implementing reform measures
The government has enjoined officials in Public Work (R&B) Department to compile the instructions and procedures mentioned in reform measures seriously.
To streamline the functioning of the R&B Department in the last one and half years to act in a professional manner while executing developmental works by its field agencies/Project Implementing Units.
Some of the manuals issued by the departments include J&K PWD Engineering Manual, 2021. Jammu & Kashmir Road Maintenance Policy, 2021, J&K Bridge Manual, J&K Macadamization (Execution and Quality Control) and DLP Enforcement Manual, Standing Operating Procedure (SOP) for snow clearance and a two-tier Quality Control Mechanism.
Besides department has also taken measures like JKPWDOMAS (Online Management Monitoring and Accounting System) for streamlining its functioning. A circular in this regard has been issued Public Work (R&B) Department.
“It has been observed that field/executing agencies are not compiling with the instruction/procedure in these Manuals/SOPs in full which has been taken seriously by the authorities”, reads the circular.
It is, therefore, enjoined upon all the concerned that a guideline, procedure contained In the Manuals/SOPs issued by the department are to be Implemented by the filed/executing agencies of the department, it added.
“Further, Superintending Engineers of all circles shall monitor the implementation of these reform measures in their respective circles and report to their HoDs on monthly basis. HoDs shall report to Administrative Department the implementation status of these reforms as a part of their Monthly Progress Report”, it added.
An acknowledgement In this regard shall be uploaded on JKPWDOMMAS in HR Module as per annexure-I to this circular by all the Engineers from Chief Engineer up to junior Engineer, it reads.
It is to be noted by all concerned that from 1st April 2022 all promotions or regularization proposals of the concerned engineers shall only be processed for those whose above mentioned acknowledgement Is available on JKI’WDOMAS and his inspection and monitoring pictures and videos are uploaded on OMMAS through Tameer Taraqqi app developed for engineers, the circular reads.
“Online Accounting and bill payment shall also commence from 1st April 2022 under which contractor shall place their bills/claims online and every engineer in R&B Department shall process bills through on-line mode only”, it added.
