Annual Transfer Drive No change in priority policy, transfer to be done in 2 phases

The School Education Department, in a notification, has said that as in the last year’s transfer drive, this year too, the priorities for different categories for the annual transfer drive will be the same.

However, the procedure for transfer will be done in two phases, firstly for all applicants and the second one for those who get displaced.

Last year in January, the School Education Department (SED) had decided to facilitate transfer orders as per Transfer Policy of 2015, taking into account factors like instructions issued by Courts in different Court cases, GAD, GoI’s general guidelines disability, spouse, medical ground, CSR’s provision, etc.

Also, the School Education Department had taken the step so that it should mainly facilitate the request for transfers on the basis of criteria like disability, security ground, spouse, very hard & hard zone, extreme health condition etc. as done the previous year.

Further, to make the transfer more to make it more transparent and accessible, an online portal has been introduced for better facilitation of the drive.

However, despite the clear notification, the School Education Department (SED) is continuously receiving a large number of representations for transfers from Lectures for their convenient or suitable posting and it leads to an unnecessary visit to Directorate and SED.

Taking note of the issue, a notification has been issued by Naseer Ahmad Wani, Additional Secretary to Government, SED.

“The transfer will be in two-phase, firstly for all applicants and the second one for those who get displaced. Displaced applicants will be given choice in the second phase to revise their choice for request transfers for available vacancies, the notification reads”, it added.

Since the transfers are based on the request of the applicants, hence those who are not getting a choice will be considered as displaced and as above they will be allowed their choice in the second phase, the notification reads.

There will be two kind of vacancy, i.e., actual vacancy (post if vacant) and second deemed vacancy, wherein post is occupied by some applicants for more than allowed tenure i.e., soft areas having more than 4 years, hard areas two years and very hard areas more than 1 year. The cutoff date will be the 15th of February, 2022, it added.

“Soft posts, Hard posts, and very hard posts has been identified on the basis of Government instructions and Scientific criteria like terrain, rural and urban, distance from District/Tehsil HQ, accessibility of the school etc, and it will be applicable to all posts uniformly. It is built in the online process”, it reads.

“Accordingly, online applications are invited from eligible applicants for consideration of transfers as per policy prescribes herein: Candidates may apply online in prescribed application format available at School Education Department’s website www.jkeducation.gov.in. School Education Department reserves the right to reject the incomplete application forms”, it added.

Submission of applications other than online mode shall not be entertained in any case. No Offline applications will be entertained. Submission of wrong, false or fabricated information shall to lead to rejection of candidature and action under provision of CSR will be initiated, it added.

The SED reserves the right to increase or decrease the number of posts or to keep-any post vacant if circumstances so demand in the interest of academics and administration.

The academic staff like Principals, Lecturers, and Teachers working in JK SCERT & associated DIETs, JK BOSE and deputed in any office and institutions outside Department having more than 4 years stay shall have also to apply in ATD-2022.

The Lecturers, Masters and General Line Teachers working in a surplus category or deployed outside Department on non-teaching and teaching posts shall have to apply for their suitable posting.

“As in last transfer drive 2021, this year also the priorities for different categories for transfers will be as follows disability, very hard, extreme health ground, security guard, Spouse (working in central / UT Government or PSU) and General i.e. not covered in above category”, it added.
