DSEK to recover excess salary from employees
The Directorate of School Education Kashmir (DSEK) has directed the officials to recover the excess salary, if drawn to employees in the department who were provisionally appointed on or after 17th June 2020 under the purview S.O. 194 of 2020.
The department has also directed officials to release the minimum salary in respect of all such candidates who were provisionally appointed on or after 17.06.2020 vide various orders pursuant to the recommendations made by JKSSB under different categories including PM’s Package employees.
The Jammu and Kashmir government on 17th June 2020 had made amendments in Jammu and Kashmir Special Recruitment Rule, 2015. Under the new amendments, five years of mandatory probationary services were substituted by two years.
Whereas a year later on 7th July 2021, the government issued a notification, wherein, it stated that all migrant employees appointed after the 17th of June, 2020, under the Prime Minister’s Special Package for Kashmiri migrants.
“In continuation to this office circular, No Misc/54/2018/1303-12 dated 02.08.2019, it is impressed upon all the Chief Education Officers to issue orders for release of the minimum salary in respect of all such candidates who were provisionally appointed on or after 17.06.2020 vide various orders pursuant to the recommendations made by JKSSB under different categories including PM’s Package employees after observing all the terms and conditions as laid down in their provisional appointment orders”, the circular issued by Director of School Education Kashmir reads.
It is further instructed that after successful completion of their 2 years of service, concerned DDO’s will record confirmation entries in their service records, after observing all the conditions as laid down in this office Circular No. 01-DSEK of 2022 dated 22.01.2022, it added.
“It is further impressed upon all the Drawing & Disbursing Officers to effect the recovery to the excess salary, if any drawn, in respect of all such employees who were appointed after 17.06.2020 and come under the purview of S.O. 194 of 2020 dated 17.06.2020 and remit the same excess amount in the concerned Treasury under proper challan”, the circular reads.
It is pertinent to mention here that the DSEK in its circular on 21st January 2022 had accorded sanction to confirmation of provisionally appointed teachers, junior scale stenographers, junior assistants, junior librarians, library assistants, laboratory assistants, in their present grade from the date of completion of mandatory two years of continuous probationary service in the present grade, subject to fulfilment of certain conditions.
