J&K admin revises guidelines for engagement of candidates in HED
The government has revised guidelines for the engagement of candidates on the academic arrangements in the Higher Education Department (HED) in Jammu and Kashmir.
As per the revised guidelines, the selection of candidates for the posts of teaching faculty and technical shall be made by the selection committee, which includes four members both in Jammu and Kashmir divisions.
Further, the selection of candidates for the posts of faculty and technical faculty in the GCET Jammu, Safapora and School of Architecture Jammu, Kashmir shall be made by a five-member committee each in Jammu and Kashmir division.
Whereas, in B.Sc Nursing colleges, the selection of candidates for the posts of faculty and technical faculty in the B.Sc Nursing College, Women College Gandhi Nagar, Jammu, Women College M.A Road, Srinagar shall be made five-members committee each in Jammu and Kashmir division.
“In supersession of all previous orders, the government has accorded sanction to the issuance of revised guidelines for engagement of the services of candidates purely on the academic arrangement on need basis in the Higher Education Department”, reads the order issued by the Rohit Kansal Principal Secretary to Government HED.
As per the revised guidelines, “Concerned Principal of the institute may engage a Guest faculty after prior approval of the Director, Colleges as per following terms, and conditions. Guest faculty should possess qualifications required for such posts as lecturer in the relevant subject or skill trade. The eligibility of guest faculty shall strictly be the same as that for need-based academic arrangements.
Further, as per the guidelines, “Honorarium of Rs.600/Lecture to a maximum of Rs.1200/day and in no case exceeding Rs.25000/- in a month. No guest faculty may be engaged for more than 6 months in an entire academic session.
Engagement of guest faculty shall be governed as, “Enrollment of students in the subject should not be less than 25. In case the strength is less than 25, the concerned principal shall make arrangements for online instruction with the support of faculty/principal of any sister institution”.
Guest faculty may be engaged only against allocated subjects in the colleges and on Pool Fund after prior authorization from Director Colleges. No post-facto permission will be accorded. No candidate who has not applied under the academic arrangement advertisement can be engaged as guest faculty.
The principle of merit should be strictly followed while engaging guest faculty. The selection procedure for appointing Guest faculty should be the same as that for academic arrangement. Guest faculty may not be treated like regular teachers of the faculty
Visiting Faculty, the concerned Principal of the institute may invite a visiting faculty, keeping in view the specialized requirements of the institute and relevant UGC norms. A visiting faculty member should be an eminent scholar in his/her field and hold the post of at least an Associate Professor in a recognized Higher Education Institute. A person who has achieved distinction in a particular discipline/skill can also be considered for being invited as visiting faculty.
No visiting faculty can be invited for more than 10 lectures in an academic session. The honorarium payable should not exceed Rs.1000/per lecture.
As per the order, “All engagements shall be made through an open advertisement and prescribed selection process as per the evaluation criteria notified hereafter. All selection/engagements shall be for a maximum of one academic session only”.
All academic arrangements shall automatically terminate at the end of the Academic Session or on the appointment of regular faculty (whether through transfer or fresh recruitment), whichever is earlier. No separate notice shall be given for this purpose.
The academic arrangement shall be purely need-based and temporary and shall in no case confer any right for regular engagement or even continuation in a subsequent session. A fresh advertisement and selection process shall be initiated for every academic session.
The academic arrangement will be made only if the enrollment in a particular subject allotted to the College is at least 25.
Director Colleges, J&K, in consultation with the respective Steering Committee(s) for Government Degree Colleges, will firm up the requirement of faculties for each subject and college based on the allocation of various courses/streams in the Higher Education Institutions (HEI), sanctioned posts and strictly as per norms prescribed.
This arrangement will however be made only if the enrollment in the particular subject allotted to the College is at least 25. Academic arrangement staff may be engaged only for a fresh session and not for any backlog courses or delayed sessions.
Eligibility for appointment of an academic arrangement candidate on various categories in Govt. Degree Colleges will be as follows. Lecturer/PTI/Librarian (Master Degree in relevant subject with at least 55% marks. 50% excluding any grace Marks, in case of SC/ST/differently-abled with NET/SET/ SLET or PhD).
In case relevant qualifications Ph.D. /M.Phil/NET/SET/ SLET candidates are no available teaching assistant (s) may be engaged purely on a need basis. Teaching Assistant (Master Degree in relevant subject with at least 55% marks. 50% excluding any grace Marks, in case of SC/ST/differently-abled).
The maximum possible marks that can be awarded are limited as M.Phil and PhD as maximum as 25 marks and JRF/NET/SET as maximum 10 marks and in award category maximum of 3 marks.
