Ladakh Admin gives nod to 10 pc reservation for EWS people in jobs
The Union Territory (UT) of Ladakh has approved the reservation rules to provide 10 per cent reservation to Economically Weaker Sections (EWS) in direct recruitment in civil posts and services in the administration of Ladakh.
According to an order issued by the Social and Tribal Welfare Department, Ladakh, the 10 percent reservation has been extended in favour of persons belonging to EWS who were not covered under the scheme of reservation for SCs, STs and ALCs.
“As far as criteria of income and assets, the economically weaker section will comprise the people who are not covered under the scheme of reservation for SCs, STs and Socially and Educationally Backward Classes as defined under the J&K Reservation Act, 2004, whose family has gross annual income below Rs.8 lakh and whose family does not possess other assets,” an office memorandum stated.
Pertinently, Jammu and Kashmir government had approved the reservation (second amendment) bill incorporating 103rd amendment of the Indian constitution to provide 10 per cent reservation to economically weaker sections in jobs and educational institutions in June 2019.
The rules further stated that any family having five acres of agricultural land and above; a residential flat of 1000 sq. feet and above; a residential plot of 100 sq. yards and above in notified municipalities and a residential plot of 200 sq. yards and above in areas other than the notified municipalities would be excluded from being identified as EWS, irrespective of the family income.
“Income shall include income from all sources i.e. salary, agriculture, business profession etc., for the financial year prior to the year of application,” the rules said, adding “The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by a Competent Authority including District Magistrate, Additional District Magistrate, Sub-Divisional Magistrate and Tehsildar”.
