RC of J&K paramedical students on hold as 21 institutions flout norms
The health department on Monday said that it has kept issuance of Registration Certificate (RC) in favour of applicants who have obtained degrees or diplomas from more than 21 institutes on hold till a clarification from the concerned over issuing of selling certificates to students who have neither studied there nor nor visited campus.
The decision has been taken by the Jammu and Kashmir Paramedical Council, Government Medical College, Srinagar after a complaint was received that some of the Universities, Institutions have issued degree Diploma certificates to some of the candidates in non-attending mode, for professional courses as well without taking into account the eligibility criteria.

An order in this regard, a copy of which lies with TNN reads, “This office had issued circular instructions vide No:-33- SPMC of 2018, Dated: – 01.10.2018, regarding application to be entertained for issuance of Registration Certificate by the J&K Paramedical Council respect of Degree/Diploma holders.
“Whereas various applications in this regard came to be received by this office and on examination/ scrutiny of applications, it came to fore that some of the Universities, Institutions have issued degree Diploma certificates to some of the candidates in non-attending mode, for professional courses as well without taking into account the eligibility criteria insofar as age, subjects, duration, of course, session etc. are concerned, thereby flouting all the norms prescribed by the University Grants Commission from time to time”, it reads.
It was further observed that some of the universities are running off-campus classes from unregistered study centres across Jammu and Kashmir without obtaining prior approval from University Grants Commission and other competent statutory bodies which is otherwise required for establishing any study Centre(s) as per the prescribed norms and thereby said Universities issuing the Degrees are invalid in nature.
“Whereas numerous complaints in this have also been received by this office that various Universities are selling certificates to those candidates, who have neither studied there, nor they have visited the universities campuses so far”, it added.
“In the above backdrop, It is hereby notified for the information of all concerned that issuance of Registration Certificates in favour of applicants who have obtained Degree/ Diploma Certificates as the case may be, from the below listed Universities is kept on hold till a clarification from the concerned quarters is received by this office for which matter has separately been taken up with the concerned Universities or till any policy for issuance of Registration from J&K Paramedical Council shall not be put in place by J&K Paramedical Council”, the order reads.
The fee submitted by the candidates to this effect shall remain intact, it reads.
The name of the institute includes Himalayan University, Itanagar, Arunachal Pradesh, Desh Bhagat, University, OPJS University, Rajasthan, Mewar University Rajasthan, Madhav University, PidwaraSirohi IASE Deemed University, Sardashahr Rajasthan.
It also includes Singhania University, Pacheri Bari (Jhunjhunu), Glocal University, Saharanpur, Global University, Itanagar AP, Sharda University, Delhi, Nirwan University of Rajasthan, OM Sterling Global University Hissra
It also includes SRK University, Bhopal, Swami Vivek Ananda University, Sagar MP, Noida International University, Delhi, India, Sant Baba Shah, University, AYUSH & Health Sciences, University Chhattisgarh, NITTE University, All India Council for Vocational & Paramedical Sciences, Paramedical Council of Punjab(PB), Mohali Institutes / Universities with JK Human Resources Development. (JKHRD), Kashmir and any other university.
