Two officials get showcase notice for criticizing govt on social media
A showcase notice has been issued to a teacher and a Junior Assistant in Kashmir by the Directorate of School Education Kashmir (DSEK) criticizing the government on social media.
The notice has been issued to a teacher at Government Middle School Dupatyar in Anantnag district and a Junior Assistant posted at Government High School Ring Payeen Machil in district Kupwara.

The notice has been issued by the Director of School Education Kashmir. The showcase notice reads, “Whereas, it has been brought into the notice of this Directorate by the authorities that you are involved in objectionable activities on social media which reflects that your behaviour and conduct is sheer violation of Jammu & Kashmir Government Employees (Conduct) Rules of 1971 as envisaged under rule 18(i) which is reproduced below”, the order reads.
The showcase further reads, “Criticism of Government:- Government employee shall, in any radio broadcast or in any document published in his own name or anonymously, pseudonymously or in the name of any other person or in any communication to the press or in any public utterance make any statement of fact or opinion”.
It added that which has the effect of an adverse criticism of any current or recent policy or action of the Government of India, Government of Jammu and Kashmir or any other State Government.
“Now, therefore, before initiating disciplinary action against you for your behaviour and conduct in violation of Jammu & Kashmir Government Employees (Conduct) Rules of 1971, you are directed to explain your position within 10 days from the date of issuance of this notice, failing which it shall be construed that you have nothing to say in your defence and action as wanted under rules shall be initiated against you without further notice”, the showcase notice reads.
In a separate showcase notice, the Director of School Education Kashmir has given 10 days time to five employees to reply for remaining unauthorized absent from duties.
The showcase notice has been issued to a teacher at Boys High School Fatehpora Baramulla, a teacher at Primary School Asthanpora Budgam, a teacher at Primary School Kanilbagh Baramulla, Lab Assistant Boys Higher Secondary School Baramulla and a teacher at SP Higher Secondary School Srinagar.
