J&K assign duties, responsibilities to Panchayat Accounts Assistant
The Department of Rural Development and Panchayat Raj on Wednesday rolled out the assignment of functions, duties, and responsibilities of the Panchayat Accounts Assistant (PAA).
The government in the year 2020 had advertised total 1889 vacancies for Panchayat Account Assistant in Jammu and Kashmir, whereas exams were held in the month of November. The results of PAA were declared months later.

An order in this regard has been issued by the Department of Rural Development Mandeep Kaur Commissioner, Secretary to Government, the Department of Rural Development and Panchayat Raj.
As per the order, the Panchayat Accounts Assistant shall maintain and act as custodian of all records related to accounts of Gram Panchayat.
“The Panchayat Accounts Assistant shall act as an Internal Checker and Advisor on all financial matters in the Gram Panchayat. The Panchayat Accounts Assistant shall be responsible for accuracy and checking of all Financial Transactions”, the order reads.
The Panchayat Accounts Assistant shall be responsible for checking the Gram Panchayat Development Plans viz-a-viz Resolutions passed by the Gram Panchayat. The Panchayat Accounts Assistant shall be responsible for reconciliation of revenue, receipt and expenditure besides framing the replies of the Audit Reports of the Gram Panchayat raised by the Audit Departments, it added.
The Panchayat Accounts Assistant shall ensure that the financial rules, regulations & instructions issued by the Government from time to time are followed in letter and spirit. The Panchayat Accounts Assistant shall be responsible for operation of Panchayat Enterprise Suite (PES), the assignment reads.
The Panchayat Accounts Assistant shall maintain a separate record for all schemes executed in the Gram Panchayat. The Panchayat Accounts Assistant shall maintain the records related to the assets created separately under all sectors/ schemes operated within the Gram Panchayat by the Department, the order reads.
“The Panchayat Accounts Assistant shall adopt online system of accounting and upload the requisite data for Audit Online on the concerned portal(s). The Panchayat Accounts Assistant shall also be responsible for GEM registration of the vendors”, it reads.
The Panchayat Accounts Assistant shall be responsible for ensuring transparent tendering process at Gram Panchayat Level. The Panchayat Accounts Assistant shall be responsible for panchayat level social audit. Any other functions allocated to them from time to time, it added.
