J&K clarifies eligibility criteria for allowances under SRO 202
The government on Thursday issued a clarification on the entitlement of different allowances paid to employees who are appointed under SRO 202.
Reports said that several government employees submitted a grievance regarding the eligibility for allowances.
A notification in this regard has been issued by the Shakeeb Arsallan, Under Secretary to the Government, General Administration Department.
“It is intimated that a number of grievances/representations on the issue of entitlement of Dearness Allowance, House Rent Allowance, City Compensatory Allowance, and other Allowances to the employees appointed under SRO 202 of 2015 dated 30.06.2015 read with S.O. 194 of 2020 dated 17.06.2020, after successful completion of their two years service on consolidated salary, have been received and examined in the General Administration Department”, the notification reads.
As per the notification, the employees had raised issues about whether the persons appointed under the Jammu and Kashmir Special Recruitment Rules, 2015 shall be entitled to Dearness Allowance, House Rent Allowance, and City Compensatory Allowance if they have successfully completed two years of consolidated service, but have not been deputed to appear for the departmental examination.
Accordingly, upon consideration of the matter, the undersigned is directed to clarify as, “A conjoint and combined reading of the SRO 202 dated 30th of June, 2015 and amendments made vide S.O. 194 dated 17th June, 2020, indicate that the period of probation which was earlier five years has been reduced to two years”.
Further, In respect of Rule-10, the words “completion of five years service” have been substituted with “two years” service. While reading Rule-1O in juxtaposition to the newly added Rule-13, it becomes clear that the persons appointed under Jammu and Kashmir Special Recruitment Rules, 2015 shall be entitled to Allowances granted by the Government after successful completion of their two years of service on consolidated salary, the clarification reads.
However, the release of annual increments and the confirmation of probation of such employees shall be governed by concerned departmental recruitment rules, and “Jammu and Kashmir Civil Services (Classification, Control, and Appeal) Rules-1956”, it added.
