RDD ask inquiry officials to follow standard procedure

The Department of Rural Development Kashmir has directed officials to follow the book of inquiries to disperse cases at every level.

The directions reports said have been issued by the Director of Rural Development Department (RDD) Imam Din after it was observed that the inquiry officers do not follow the standard procedure while preparing inquiry reports.

Further, the Director RDD Kashmir has asked the competent authority to follow four essential components of the inquiry report.
“A number of inquiries are being conducted in the Department from time to time for which either inquiry officers or inquiry committees are designated. However, it has been observed that the inquiry officers and committees do not follow the standard procedure while preparing the inquiry reports. Consequently, the required decisions in such matters get delayed due to lack of clarity in the inquiry reports”, reads the circular issued by Director RDD Kashmir Imam Din.
A proper procedure for conducting inquiries and preparation of inquiry reports has been laid down in the “book of inquiries”. For the guidance of the Divisional Vigilance Officer, District Vigilance Officers, Inquiry Officers, and Inquiry Committees of this Department, the essential components of the inquiry report are elaborated as, the circular reads.

Proceedings of inquiry include notices to parties, recording of statements of parties, examination of records findings thereof, and physical inspection of works findings thereof (wherever required). Other component includes the conclusion and recommendations of the inquiry officer and inquiry committee.
“Therefore, in view of above and in order to enable quick disposal of cases by the competent authority, the inquiry officers, the committee shall adopt the standard procedure envisaged under the book of inquiries, the gist of which has been elaborated above and submit inquiry reports to this office for prompt disposal of complaints, cases. Any dereliction of the matter shall invite disciplinary action against the defaulters”, the circular reads.
