The Health and Medical Education (H&ME) Department has notified Jammu and Kashmir Health and Family Welfare Subordinate Service Recruitment Rules, 2022 for over 213 different posts.
As per the rules, the person appointed to the service by competitive examination shall be required to undergo such training from time to time during the course of probation and to pass such departmental examination during the period of probation as the Government may prescribe from time to time.
A notification in this regard has been issued by Manoj Kumar Dwivedi, Principal Secretary to the Government Health and Medical Education Department.

“S.O 334-In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Lieutenant Governor hereby makes the following rules; namely Jammu and Kashmir Health and Family Welfare (Subordinate) Services Recruitment Rules, 2022”, the notification reads.
As per the recruitment rules, the authorized permanent and temporary strength of the cadre and the nature of the posts included therein shall be determined by the Government, from time to time and shall at the initial constitution of the service under these rules, be such as specified in Schedule -I annexed to these rules.
Provided that the Government may create temporary posts in the cadre of the service for a specified period or purpose as may be considered necessary from time to time, it added.
“The Government may, at the interval of every five years or at such other intervals as may be necessary, re-examine the strength and composition of the cadre of the service and make such alterations therein as it deems fit”, the notification reads.
No person shall be eligible for appointment or promotion to any post in any class or category or grade in the service unless he/she possesses the qualification as laid down in Schedule II and fulfills other requirements of recruitment as provided in the rules and orders for time being in force, it added.
The first appointment to a service or class may be made by direct recruitment, by promotion, or by transfer from another service of class; or partly by (a) and partly by (b) in the ratio and in the manner mentioned against each post in Schedule II, it added.
“Provided that all the posts under direct recruitment shall be filled through the Board as per the rules/orders of the Government issued for the purpose. Provided that all the posts to be filled by promotion/transfer shall be filled through Departmental Promotion Committee/Board unless any post/category of posts is exempted from the purview of the Board”, it reads.
“While making appointments either by direct recruitment or by promotion, the reservation shall be made in accordance with the rules and orders issued from time to time for members of Scheduled Caste / Scheduled Tribes/ Backward Classes or any other category or class of persons under the provisions of the Jammu and Kashmir Reservation Act, 2004 and the rule5 made there under”, the notification reads.
“With regard to matters not specifically covered by these rules, the members of the service shall be governed by the Rules/ regulations and orders applicable to the Union Territory Civil Services in general”, it added.
Also, the notification reads, Persons appointed to the service by competitive examination shall be required to undergo such training from time to time during the course of probation and to pass such departmental examination during the period of probation as the Government may prescribe from time to time.
“Provided that the Government may exempt either wholly or partly from such training or departmental examination persons, who have passed a departmental examination or undergone training declared by Government to be equivalent to a departmental examination or training prescribed under these rules”, it added.
