AMS for govt employees initiated by LG admin…!

In what can be seen as regulating data and record of the government employees across J&K in a digitized manner, the LG administration has asked all the department heads to secure necessary details appointment orders, service books which will eventually result in having in place Administrative Management system AMS in the UT.

The moot question: will this be an authentic process and whether collection of details entails employees’ mode of appointment?

With J&K having witnessed frequent eruption of backdoor appointments menace, transparency and fairness in mode of appointments have become a big casualty in the erstwhile years of governance in the state. While many people having been recruited from backdoor have been shown the outdoor, some have managed to get regularized over the years through various routes and channels of acquiring permanence stamp. It is in the backdrop of this shady scenario of appointments, the record and mode of appointments is not very clear, though departments may have managed to keep some transparency for the fear of accountability.

The sceptics have it to say that once the employees’ record is maintained in AMS (digitalized system) without mention of mode or route of appointment, which is to say whether through some public advertisement, SSRB or concerned departments /organisations etc., it will amount to legalising those whose credentials of appointment are doubtful or still under scanner.

As for this new step initiated by the LG administration it is certainly a progressive one, albeit only that the whole procedure involves transparency and fairness in updating the record of the employees. As per this circular No 27-JK(GAD) of 2022 dt 4-8-2022 for AMS, all the Drawing and Disbursing Officers DDOs have bee asked to initiate the process of authentication of initial appointment orders of all Government employees and thereafter, the authenticated scanned service books in PDF forms would be uploaded in AMS as and when notified.

The whole procedure involving lakhs of employees across the UT as per the circular is sought to be completed within one month. Whether or not it can be completed within this period is the job of concerned departments to see and follow the guidelines.

At a time when LG Manoj Sinha has assured transparency in making recruitments and steps to reverse wrongdoings in the past in this direction with specific thrust on backdoor appointments, a fair process and procedure is all that has to be in place.
