Amnesty Scheme Govt nods waiver-off 100 percent interest, surcharge on outstanding electricity bills
The Jammu and Kashmir administration on Monday accorded sanction to waiver-off the 100% interest/surcharge on outstanding electricity bills in favor of domestic consumers accumulated up to 31st March 2022 subject to the terms and conditions.
The Amnesty scheme for domestic power consumers was approved by the Administrative Council which met here under the chairmanship of the Lieutenant Governor, Manoj Sinha last week. An order in this regard has been issued by Nitishwar Kumar Principal Secretary to Government, Power Development Department.
The terms and conditions as per the order read that the outstanding principal amount arrears accumulated up to 31.03.2022 after waving off 100% interest/surcharge in favor of Domestic Consumers shall be paid in a maximum of twelve monthly (12) installments starting from the date of issue of this government order.
The DISCOMs shall evaluate/segregate the due Principal amount and interest/surcharge to be waived off in a printed form on the bills of Domestic consumers availing the Amnesty, before its delivery.
The failure of payment of any installment/installments within the prescribed twelve (12) months period shall invite penalty and legal action under the Electricity Act-2003 in addition to the accrual of compound interest on the outstanding dues.
The benefits of the scheme shall be availed by way of paying installments in a prescribed period of twelve (12) months as mentioned above after segregation of the outstanding dues from the current bills. The current bills shall be paid separately and regularly without any fail.
The consumers who fail to pay the current bill simultaneously with the payment of monthly outstanding installments shall forfeit the benefits of the Amnesty scheme besides the disconnection of the power supply.
The eligible consumers who fail to avail of the Amnesty Scheme and do not pay the outstanding dues shall invite penalties and legal action besides the disconnection of the power supply. That JKPCL shall hire an Independent Project Management Agency for ensuring efficient implementation of the scheme in terms of GFR-2017.
