Low performing staff to be terminated, says Govt
The Jammu and Kashmir administration has enjoined officials at the Department of Rural Development and Panchayati Raj to terminate staff engaged on a contractual basis under MGNREGA whose performance is below average in two or more quarters of a Financial Year(FY).
The mandate of the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) is to provide at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work.
As per the information available with The News Now, a meeting of the 6th State Employment Guarantee Council (SEGC) was convened under the Chairmanship of Chief Secretary Arun Kumar Mehta last week.
During the meeting, it was observed that the staff engaged under MGNREGA is hired purely on a contractual basis as per the requirements of the scheme and their engagement is co-terminus with the scheme. However, there is currently no procedure existing in the department for issuing extension orders or otherwise for the engaged staff based on their performances or as per the conditions of their initial engagement orders.
Following the meeting, SEGC recommended a few methods, accordingly an order was issued by Mandeep Kaur, Commissioner Secretary to the Government.
The SEGC recommended, “District Programme Coordinators (DCs) will constitute Performance Review Committees in their concerned districts for reviewing the performance of the MGNREGA staff and issue the fresh retention orders annually for only such for contractual staff under MGNREGA whose performance is good in at least three quarters of a Financial Year”.
The staff whose performance is below average in two or more quarters of an FY shall be terminated and the DPC shall send a fresh requisition for fresh engagement of staff in place of terminated staff, it said.
Accordingly, in the super-session of all previous orders/ circulars issued in this regard, it is hereby ordered that District Programme Coordinators (DDCs) will constitute Performance Review Committees in their concerned districts for reviewing the performance of the MGNREGA staff and issue the fresh retention orders annually for only such contractual staff under MGNREGA whose performance is good in at least three quarters of a Financial Year, the order reads.
