Govt makes public delivery system timeline specific in J&K

The Jammu and Kashmir government on Tuesday made public delivery system as a timeline specific under Jammu and Kashmir Public Services Guarantee Act, 2011.

The government has notified services, timelines and designated officers, and appellate authorities for the various departments.

“S.O. 567.- In exercise of the powers conferred by section 4 read with section 8 of the Jammu and Kashmir Public Services Guarantee Act, 2011 (Act No. IX of 2011), the Government hereby notifies the following services, timelines and the Designated Officers/Appellate Authorities for the departments”, reads the notification issued by General Administration Department.

As per the notification Industries and Commerce Department has been asked to provide services such as assessment of raw material & finished goods, prior permission for additional products, prior permission for substantial expansion, an additional line of activity, and change in location in 15 days.

The Department has been asked to provide services such as a change in name & Style, transfer of leasehold rights, the merger of units, and change in Constitution in 30 days.

Subsidy on dg set under Jammu and Kashmir industrial policy 2021-30, reimbursement on the quality certificate under Jammu & Kashmir industrial policy 2021-30, subsidy on cost of automation under Jammu & Kashmir industrial policy 2021-30, subsidy on installation of pollution control devices under Jammu & Kashmir industrial policy, 2021-30, subsidy on following green & environment protection initiative under Jammu & Kashmir industrial policy 2021-30 department and turnover incentives under Jammu & Kashmir industrial policy 2021-30 in 45 days.
For the Industries and Commerce Department Director Industries & Commerce should be First Appellate Authority, GM DIC shall be the designated officer and Second Appellate Authority should be Administrative Secretary Industries & Commerce Department.

The Food, Civil Supplies and Consumers Affairs Department has been asked to provide certification of verification of weights and measures, re-verification of weights and measures, registration of manufacturer/ packers/ importers under packaged commodities, issuance of license to dealers of weights and measures, renewal of license to dealers of weights and measures, issuance of a license to 30 days concerning area concerned assistant controller, renewal of license to manufacturer of weights and measures issuance of license to repairers of weights and measure and renewal of license to repairers of weights and measures in 30 days.
For Food, Civil Supplies and Consumers Affairs Department Concerned Assistant/Deputy Controller, Legal Metrology should be first Appellate Authority, Concerned Area Inspector Legal Metrology shall be designated officer and Second Appellate Authority will be Controller, Legal Metrology Department, Jammu and Kashmir.
Revenue Department has been directed to provide change of land use in 30 days, issuance of domicile certificate in 15 days, issuance of character certificate in 20 days, issuance of income certificate of an economically weaker section in 45 days, issuance of legal heir certificate in 15 days, issuance of marriage certificate (The Special Marriage Act, 1954) in 30 days.

For Revenue Department District Collector, Tehsildar Additional Deputy and Assistant Commissioner (General) in the office of DC Jammu/Srinagar (Marriage Officer vide S.O 421 dated 15-12-2021 of Department of Law Justice & PA) will be designated officer. ADC Jammu/Srinagar will be First Appellate Authority. Deputy Commissioner will be second Appellate Authority.

The Forest, Ecology and Environment Department have been asked to do registration for dealers under the Batteries (Management and Handling) Rules 2001 in 60 days. Authorization under solid waste management (processing, recycling, treatment and disposal of solid waste) rules 2016 in 60 days.

Authorization under construction and demolition waste management (management and handling) rules, 2016 in 60 days. Services under Wood Based Industry as per SO 321 of 2022. Fresh License under Wood Based Industry and relocation of Unit under Wood Based Indus in 120 days.

Transfer of License to legal heir issued in 60 days, renewal of application of wooden based industry in 60 days, registration of furniture unites (one time) in 120 days, letter of distance from the forest in 30 days, certificate of non-forest in 30 days and registration of timber sale in 45 days.

Jal Shakti Department has been asked to provide service of Obtaining Water connection domestic in 15 days, commercial water connection n 30 days and NoC for water extraction from central ground water authority/relevant authority in 90 days.

Health and Medical Education Department has to direct to generate Ayushman Card in 14 days. Information Technology Department has been enjoined to provide RoW permission (OFC & Tower) in 60 days.

The Labour & Employment Department has been asked to provide approval for the registration of boiler manufacturers under the Boiler Act 1923 and renewal of registration of Boiler Manufacturers under the Boiler Act 1923 in 30 days.
