Government may announce hike in permit, route fees in J&K

The Union Territory of Jammu and Kashmir has proposed an amendment to the Jammu and Kashmir Motor Vehicles Rules, 1991.

Under the amendments being made, the government has proposed changes in permit and route fees for vehicles in Jammu and Kashmir.

“S.O. 582:-In exercise of powers conferred by Section 96, 107, 110, 111, 212 and 213 of the Motor Vehicles Act, 1988 (59 of 1988), the Government of Jammu and Kashmir hereby proposes to make the following amendments in the Jammu and Kashmir Motor Vehicles Rules, 1991 which are published for the information of all persons likely to be affected thereby”, reads the notification issued by G. Prasanna Ramaswamy, Secretary to the Government Transport Department.

As per the notification, the permit fee for 1st year of validity of stage carriages for big buses will be Rs.10000; Rs.7000 for medium buses; 5000 for minibuses for urban routes; Rs.3000 for minibuses for rural routes.

The permit fee for 1st year of validity for all India Omni buses (heavy/ medium) will be Rs100000/- for Omni buses with a seating capacity of more than 12 passengers; Rs.15000 for all India tourist taxi cabs; Rs.150000 for taxi/ maxi cabs; 50000/– Rs.200000/- for luxury (ac) Omni buses with a seating capacity of more than 12 passengers.

For the first year, Rs.25, 000 will be charged from three-wheelers (Auto Rickshaws) for city routes and Rs.5000 for rural routes. Rs 1000 will be charged for goods carriages including goods carriages (Trade and Business) and Rs 10000/- for goods carriages for national permits.

For private service vehicles, the permit fee for the first year of validity will be Rs.50,000 and Rs.10,000 for school buses.

Fee for altering route for stage carriages, Rs.1500 will be charged for stage carriage (big buses) medium passenger; Rs.1750 for buses (rural routes) and Rs.3000 for urban routes; Rs.500 for stage carriages mini buses rural routes; Rs.750 for urban routes and Rs.500 for Goods Carriages (trade and business).

As per the notification, the fee for temporary permits for light transport vehicles will be Rs.50/-per day (goods/passenger; Rs.50/- per day for medium transport vehicles (Goods/Passenger) and Rs.100/- per day for heavy (goods/passenger).

Fee for countersignature of permits: For light transport vehicles (goods/passenger) on a substantive basis equal to 1/2 of the amount prescribed for the grant of a fresh permit. For medium transport vehicles (Goods/Passenger) and for heavy transport vehicles (goods/passenger) – On a temporary basis = Rs. 20/- per day or Rs. 100/- per week or Rs. 250/- per month or part thereof up to a maximum of four months.

For taxi/ maxi cab holding national permit and after completion of twelve years converted permits with a fee of Rs.150000/; for taxi/maxi cab holding national permit and after completion of nine years to be converted into local permits.

For buses holding national permits and after completion of nine years to be converted into local permits: and for buses holding national permits and after completion of twelve years to be converted into local permits with a fee of Rs.200000/.

For renewal of permits, Rs 1000 will be charged from heavy and medium transport vehicles and Rs 750 from light motor vehicles. Rs 500 fee will be charged for the replacement of permits for light transport vehicles and Rs 800 for heavy goods vehicles and others.

Additional fee for belated applications for renewal of permits: In respect of belated applications for renewal of all categories of permits additional fee chargeable shall be Rs.10/-per day for 45 days, and Rs. 20/-for each subsequent day.

Subject to the maximum amount of fee prescribed for grant of fresh permit for such vehicles. Subject to the maximum fee in the amount of Rs.35000/. The consolidated fee in respect of goods carriages having national permits granted by different States/Union Territories for purpose of plying in the UT of Jammu and Kashmir shall be Rs.15,000/- per annum.

The consolidated fee as aforesaid shall be collected on a yearly basis. In case of failure to deposit the fee within the said period, an additional amount of Rs. 100/ per month or part thereof shall also be recoverable as a penalty in addition to the fee.

The consolidated fee in respect of goods carriages which have National Permits granted by the State Transport Authority, (Jammu and Kashmir) for purpose of plying in any State and Union Territory other than UT of Jammu and Kashmir shall be collected by the State Transport Authority (Jammu and Kashmir) at the rate of Rs. 15,000/ per annum and shall also collect Rs. 1,000/- as authorization fee towards the UT of Jammu and Kashmir.
The Government may at any time, fully waive off /partially reduce the permit fee, in any case.

All J&K Contract carriage vehicles shall have a yellow strip of 10-centimetre width running laterally along its entire length in the middle on the exterior of the body of the vehicle painted on both sides. In the middle of the yellow strip, on both sides, “All J&K Contract Carriage” shall be written in black letters in a clearly visible and rectilinear manner.”
