Education department notifies student evaluation scheme upto class 8th
The State Council of Educational Research and Training has notified the student assessment and evaluation scheme upto Class 8th for government and government-recognized schools of Jammu and Kashmir Union Territory.
The student assessment and evaluation scheme has been notified in accordance with the provisions in the National Education Policy (NEP)-2020 & Right of Children to Free and Compulsory Education Act, 2019
As per the notification issued by the State Council of Educational Research and Training, Jammu and Kashmir,” The “Student Assessment & Evaluation Scheme” (SA&ES) shall be implemented from next academic session 2023-24 across Jammu and Kashmir Union Territory”.
The uniform question papers (assessment tools) for yearend assessment for classes 5th & 8th will be got prepared confidentially by SCERT and will be delivered to complex heads before the commencement of the year-end assessment through respective DIETs. The Complex Head will ensure that the strong room is notified in advance in order to ensure the safety of the printed material, the notification reads.
The Centre wise confidential material (assessment tools) available with the complex Heads in respect of a particular subject shall be issued one hour before the commencement of the timing in favour of the superintendent against proper receipt. In order to ensure proper monitoring and supervision, the supervisory staff, including the superintendent shall be appointed and notified by the concerned DIETs in consultation with the Complex Head/ZEO concerned well in advance.
For maintaining transparency, the supervisory staff shall be appointed among the nearby Complexes /schools falling within a particular Zone. The Principal/ Headmaster (complex Head)/ZEO shall be an inspector for the overall supervision and for smooth conduct of the assessment within his/ her jurisdiction.
Every superintendent will ensure that the answer books are properly deposited in Complexes on the same date within 02 hours after the completion of the paper. The evaluation of the answer books shall be done at a complex level through a team of evaluators to be appointed and notified by the concerned Principal DIET in consultation with ZEOs concerned.
The result shall be compiled at the district level by the DIETs and declared uniformly by SCERT.
The guidelines for evaluation as per the notification reads, “The Evaluation shall be carried out in the Complex Head under the supervision of Head of the complex & overall supervision of DIET/SCERT”.
A candidate is required to pass all subjects with 33% qualifying marks in both formative & summative assessment separately as per prescribed criteria. Statutory grace of 10 (ten) marks shall be awarded in one subject if required or can be split up for more than one subject whenever required but the total shall not exceed 10 marks in any case.
The candidates passing in one or two subjects only shall have to repeat the class. However, such candidates can avail the opportunity of appearing in the supplementary assessment after undergoing the necessary remedial teaching. To avoid high stakes in results, assessment on the basis of grading shall be depicted on the achievement certificate/ Holistic Progress card (HPC).
