33426 vacancies identified, 25450 filled till Dec 2022 in J&K: MHA
After the formation of Union Territory, out of 33426 vacancies identified in Jammu and Kashmir, 25450 vacancies have been filled till December 2022.
This was informed by the Minister of State in the Ministry of Home Affairs Nityanand Rai in Lok Sabha on Tuesday.
The question was tabled whether, after the revocation of Article 370, the Government had promised that the same will usher in a new dawn in the region and help in the development of the youth there and announced 50,000 jobs in various Government departments for Kashmiri locals.
Nityanand Rai replied that the government of Jammu and Kashmir has carried out several governance reforms, including in the area of recruitment in government. A large-scale recruitment drive has been carried out after the formation of the Union territory in the most transparent manner.
It was further asked whether only 8 per cent (4300) of the 50,000 promised jobs have been filled and if so, the details thereof. And, whether there are over 84,000 vacancies in Jammu and Kashmir (J&K), of which 22,078 are for Class IV employees, 54,375 for non-gazetted posts and 7,552 at the gazetted level and if so, the reasons therefore.
Minister of State in the Ministry of Home Affairs Nityanand Rai replied that 33,426 vacancies of Gazetted/Non-Gazetted categories have been identified in the Government of Jammu and Kashmir, out of which 25,450 vacancies have been filled till December 2022. Recruiting agencies have advertised 7,976 vacancies for recruitment.
The minister further informed that the identification of vacancies in the Government and recruitment is a continuous and ongoing process. The same is taken up under Accelerated Recruitment Drive.
The Government of Jammu and Kashmir has taken various initiatives to bring down unemployment by implementing various self-employment schemes through different departments by providing subsidized loans for the establishment of their own sustainable income generation units, Nityanand Rai replied.
Adding that he said, “A number of self-employment schemes like Mission Youth, Rural Livelihood Mission, Himayat, PMEGP, Avsar, Tejaswani are being implemented for providing employment opportunities”.
During the current financial year, 201299 employments have been generated up to 21.01.2023 through such schemes, he said.
The query was also raised whether as per a report titled “Periodic Labour Force Survey April-June 2021” released by the Ministry of Statistics and Programme Implementation, unemployment figures among educated youth in the UT of Jammu and Kashmir has reached 46.3 per cent, second highest in the country and if so, the reasons therefore.
The minister replied, “However, from the PLFS conducted by the National Sample Survey Office (NSSO) during July 2020-June 2021, the estimate of unemployment rate according to usual status among the persons of age group 15-29 years for Jammu and Kashmir was 18.3 per cent”.
