Frame a Committee to implement Immovable Migrant Property Act, 1997 in Letter and Spirit.

Kashmiri Pandits who are living in forceful exodus since last more than thirty four years in Jammu and
other parts of the country face a lot of problems on day to day basis and especially on account of retrieval,
restoration and preservation of their ancestral lands and shrines illegally occupied by a anti social
elements and a land mafia actively working in the valley at their native places in Kashmir since more than
three decades. The immovable Migrant property act 1997 which was enacted and brought to preserve,
protect and restore the illegally occupied land, shrines and temples from the encroachers and land mafia
under the custodianship of concerned Deputy Commissioner have badly failed in discharging their
assigned duties under this law. The countless Migrants are presently running from pillar to post in valley
for want of disposal of their grievances and removal of illegal encroachments on their lands but all in vain
due to the negligence, favoritism and malpractices at the Tehsil levels as well non- functioning of migrant
grievances portal which is a matter of serious concern and worry for the community.
In a press Statement issued today, a notable KP leaders and social activists Vinod Pandita & Vishal Jotshi
have expressed grave concern over the utter failure of immovable Migrant Property Act, 1997 in
providing justice to this hapless internally displaced community and held the overall custodians
responsible for its utter failure.
Pandita appealed Prime Minister of India , Lt. Governor and Chief Minister UT of J&K to immediately
frame a committee in every District comprising of Relief & Rehabilitation Commissioner J&K , two
members from Kashmiri Pandit community , concerned Tehsidars as its members with concerned Dy.
Commissioner its Head for revival of Migrant Act and fast track delivery of justice to the complainants
who are running from pillar to post for want of disposal of their land grievances of their native places in
valley.
Pandita further appealed that period migrant Darbars preferably on every Saturday and Sunday be also
held by this new committee at Camps and Non camps at Jammu to listen and address the land grievances
in a time bound period with in presence of complainant
Pandita & Jotshi also appealed to all Revenue courts to close & stop all such parallel proceedings of
Migrant cases immediately which are already subjudice in the High courts of J&K for final disposal.
