Pay level of Panchayat Secretaries upgraded to Level 4 in J&K
Srinagar, KNT: The Jammu and Kashmir government has approved the upgradation of the pay level of Panchayat Secretaries, including Village Level Workers, Multi Purpose Workers and Gram Sevikas, from Level 2 to Level 4 with immediate effect, according to an official order issued on Monday.
As per the Government order, the existing pay scale of Level 2, ranging from Rs 19900 to Rs 63200, has been enhanced to Level 4, carrying a revised pay scale of Rs 25500 to Rs 81100. The decision follows the approval of the Council of Ministers conveyed through a decision taken on December 22, 2025.
The order further states that all existing VLWs, MPWs and Gram Sevikas presently working in Level 2 will be placed in the upgraded Level 4 prospectively, irrespective of the length of service rendered by them in the lower pay level.
It has also been decided that all future recruitment to the post of Panchayat Secretary shall henceforth be made directly in Pay Level 4. In addition, special treatment earlier granted under Rule 9(j) of the Jammu and Kashmir Civil Services Revised Pay Rules, 1992 in respect of VLWs has been withdrawn prospectively.
The government has directed that the recruitment rules governing the services be updated and amended accordingly to reflect the revised pay structure.
The order has been issued with the concurrence of the Finance Department and is expected to benefit a large number of employees working at the grassroots level in the rural development and panchayati raj framework across Jammu and Kashmir. [KNT]
