Panels for implementation of distribution sector schemes

The administration has constituted two committees for effective and smooth implementation of the Revamped Distribution Sector Scheme in the Jammu and Kashmir Union Territory which has been notified by the government of India.

The committees include Union Territory Distribution Reforms Committee (UTDRC) and District Electricity Committee. “Sanction is hereby accorded to constitution of the Union Territory distribution reforms committee and the District electricity committee for effective and smooth implementation of the Revamped Distribution Sector Scheme notified by the Government of India”, reads the order issued by the General Administration Department.

The UTDRC committees include Chief Secretary, Jammu and Kashmir as Chairman. While, the members of the committee include Administrative Secretary, Finance Department, Administrative Secretary, Power Development Department (Convener), Administrative Secretary, Forest Department and Administrative Department, Revenue Department.

The committee as per the order will review the progress of the scheme at the UT level and will recommend the action plan for the administrative council/cabinet. The committee will also recommend the DPRs for approval of the monitoring committee. The committee shall also approve changes if required in the mode of execution with the consent of the Nodal agency.

Further, as per the order, the committee will monitor the implementation of the Action plan and the physical and financial progress including the quality of the projects under the scheme.

Whereas, the District Electricity committee shall have the senior-most Member of Parliament in the district as the Chairman. The committee will have other MPs in the district as Co-Chairperson, District Collector as member secretary and Chairperson/President of the District Panchayat, senior-most representative of CSPUs of Ministry of Power and NRE located in the concerned district, or their nominated officials of the district as members, and Chief Engineer/Superintending Engineer of the DISCOM/Power Development Department as Convener.

As per the order, the committee shall also ensure the involvement and oversight of people and exercise the oversight of all Government of India’s schemes, besides its impact on the provision of these services to the people.
