Home Dept. seeks proposal from PHQ to promote 129 Insps as DySsP
The much awaited promotion of 129 inspectors as Deputy Superintendents of Police is expected to be on cards as the Jammu and Kashmir Home Department has sought proposal from the Police Headquarters.
It is reliably learnt that the Home Department have also sought the status of sub judice list of Inspectors awaiting promotion.
The letter issued by the Under Secretary in the Home Department to the PHQ on 13.4.2022 read, “it has come to the notice of department that judgement dated 07.03.2022, passed by Division Bench of the High Court of J&K and Ladakh at Jammu in a case titled WP(C) No.849/2021 titled Arvind Samyal & Ors, WP(C) No. 972/2021 titled Kamal Sangra & Ors and WP(C) No.1365/2021 titled Rajesh Anand and Ors all vs. UT of J&K & Ors has been assailed in the Supreme Court in SLP and the Court has reportedly decided the SLP.”
“As such, I am directed to request you to kindly furnish on a most immediate basis the updated status of the case along with the copy of the SLP filed in the matter, reply if any filed by the PHQ, and the order passed by the Supreme Court in the SLP”.
However, five days later, the Home Department issued a fresh letter to the PHQ which read, “In continuation to an earlier communication, I am directed to request you to kindly furnish the details of eligible Inspectors falling in the consideration zone to this department which includes work and conduct certificate, original APRs for the last five years and retirement notification issued since 2016”.
Pertinent to mention here that delay of promotion of Inspector rank officers in J&K Police led to judicial disputes.
Presently a case between Inspectors of the 1995 batch and 1998 batch is in the Court of law for their promotion as DySsP.
The Inspectors of the 1995 batch said that after serving 27 years in Jammu and Kashmir Police, they have not been promoted till date while the 1998 batch of Armed police Inspectors are also facing the promotion stagnation.
There are reports that around 800 Inspectors are facing promotion stagnation including of 1995, 1998, 2000, 2001, 2002, and 2004 batches and knocking the doors of the administration for justice.
