SED direct officials to dedicate time for Annual Transfer Drive
The School Education Department (SED has directed Director School Education, Jammu/Srinagar and Chief Education Officers to dedicate at least one hour 3 days a week to Annual Transfer Drive (ATD) till the phase-2 process is completed.
The directions have been issued following the unnecessarily visiting teachers to the administrative department regarding their grievances related to the Annual Transfer Drive.
Mayank Sharma, Under Secretary to the Government, School Education Department, has issued a circular.
“Whereas, the School Education Department invited online applications from eligible Lecturers/Masters/Teachers of School Education Department for considering transfers through automated central processing. However, it was also decided to decentralize the process as per competency for transfers of Masters and teachers”, it reads.

These online applications were processed through an automated process by a third party and are being done on the basis of inputs from CPIS. Director, School, Education, Jammu/Kashmir, and CEOS, it added.
“Whereas on the basis of above inputs and processing, the list of applicants so generated for transfers in phase 1 are being sent to Director, School, Education, Jammu/Kashmir for masters and CEOs for teachers for verification and issuance of transfer orders at their end after due verification,” it “added.
“Lot of delay has happened in the verification process by offices, leading to uneasiness among applicants. Whereas those officials who did not get their choice in AYD Phase-I (Displaced) shall be given a second chance to apply in Second Phase-Il and”, it “added.
“The Director School Education, Jammu/Srinagar, has issued the transfer orders in respect of Masters in Phase-I under ATD-2022. The Chief Education Officers has issued the transfer orders in respect of Teachers in Phase-I under ATD-2022”, the circular reads.
The teaching faculty is unnecessarily visiting the Administrative department regarding their grievances related to transfer without waiting for completion of phase 2, it reads.
“Now, therefore, it is hereby ordered that the List of displaced teachers/Masters and resultant vacancy Phase-Il of ATD-2022 (Teacher/Master) requires to be updated urgently within 5 days and for this -it is expected that Director, School Jammu/Kashmir, and all CEOs shall take sincere efforts”, it “added.
“It is impressed upon the Director, School, Education, Jammu/Kashmir, and concerned Chief Education Officers to redress the grievance of teaching faculty regarding the transfer. And for this, at least 1 hour shall be dedicated in 3 days a week for this purpose only till ATD is completed”, it “reads.
