Proposal for direct recruitment of 178 DySPs leaves Inspectors upset

JAMMU: The manpower starved Police organization’s move of going for direct recruitment of 178 Deputy Superintendents of Police has left the Inspectors livid who have for long been waiting for their promotion.
Even as filling in positions of the Deputy Superintendents of Police is long overdue and the organization has been facing acute shortfall of officers at this level, the Police Inspectors are of the view that direct recruitment of all officers will leave very little scope for their promotion.                                                                                                   
Facing shortage 178 DySPs, the Police Headquarters has written to the Principal Secretary to the Jammu and Kashmir Home Department to refer the same to the Public Service Commission for direct recruitment.
Earlier, the PHQ had written to the Home Department on May 30, 2020 and urged it to refer the posts of 60 DySPs to the recruitment agency so that the same could be fulfilled for smooth policing.
They informed that the JKP faces shortfall after 118 direct DySPs, who were holding the post of Superintendents of Police in their own pay and grade were regularized vide Government Order No 196-Home of 2020 dated 22.09.2020.
They said that as on date against the sanctioned strength of 404 posts of DySPs (including reserve) in direct quota, the police department has only 226 officers in the position and 178 posts are vacant.
The PHQ’s move for direct recruitment has left the Inspectors upset 150 of them in Executive Police have been awaiting their promotion as DySPs. These Inspectors mostly of 95 batch of Sub Inspectors said that the PHQ should clear the backlog as after 25 years of their service in the Police Department, they got only one promotion.
“Our promotion is due for a long ago. Instead of referring the post to PSC, the PHQ should clear the backlog”, they said based on the anonymity.
They said that the PHQ should follow the path of the Education Department as the latter instead of referring to the posts of lecturer, cleared black log and promoted the master grade teachers.
