Government to serve show cause notices to officials, DDOs

Taking a strong note of dereliction by officers for defying orders of adhering to biometric attendance in the government offices across Jammu and Kashmir, the government ordered for issuing show cause notices to defaulting employees and Draw Disbursing Officers(DDOs).

In June this year, the administration issued an instruction to all the Government offices/PSUs/ Institutions/Corporations across the Union territory of Jammu and Kashmir to switch over to a Biometric System.

The General Administration Department(GAD) while inviting the attention of administrative officers for switching over to biometric attendance in the offices has reminded all Administrative Secretaries towards the instructions issued in terms of Government Order No. 650- JK(GAD) of 2022 dated 02.06.2022 and Circular No. 41- JK(GAD) of 2022 dated 11.11.2022 whereby it was impressed that all the Government Offices/PSUs/Institutions/ Corporations across the Union Territory of Jammu & Kashmir to switch over to Bio-metric System (Aadhar or Finger Print Based) with immediate effect and all the employees shall necessarily mark their attendance, besides, DDOs were directed to draw the salary of employees after satisfactory biometric attendance of employees.

The GAD has asked the administrative secretaries to treat the matter as most urgent and requested them that show cause notice may immediately be served to the defaulting employees of their respective departments who are not marking their attendance upon arrival as well as departure as per the noticed office hours and list of all defaulting DDOs, who have drawn the salaries of employees without satisfactory bio-metric attendance of employees under his/her control, be furnished to GAD by 25th December, 2022.

The General Administration Department has further requested that nodal Officers of the concerned Departments be immediately directed to update the details of all such employees who have been transferred from their respective departments and inactivate the IDs of all employees who have retired from service/expired.
Few days back Jammu and Kashmir government had sought a list of DDOs who drew salary of employees without satisfactory biometric attendance.
