Govt nods construction of M&CHC Hospital in Rajouri, up-gradation of CHC in Kathua
The Jammu and Kashmir government has approved the sanction for the construction of 100 bedded Mother and Child Care Hospital (M&CHC) at Rajouri and up gradation of 30 bedded Community Health Centre (CHC) to 100 bedded Sub District Hospital at Kathua.
The decision was taken in an administrative council held on earlier this month under the chairmanship of Lieutenant Governor Manoj Sinha.
The 100 bedded Mother and Child Care Hospital at Rajouri will be constructed at a cost of Rs.47 Crore and 23 Lakh. While the up gradation of 30 bedded Community Health Centre at to 100 bedded Sub District Hospital at Kathua will cost Rs.28 Crore and 14 Lakh.
Two separate orders in this regard has been issued by the Health and Medical Education Department, Jammu and Kashmir.
“Sanction is hereby accorded to the Administrative Approval for “Construction of 100 Bedded Mother & Child Health Care Hospital at Lamberi Rajouri” within the estimated cost of Rs.47.2321 Crore (Rupees Forty-Seven Crore Twenty Three Lakh and Twenty One Thousand) only”, reads on the order.
The other order reads, Sanction is hereby accorded to the Administrative Approval for “Up-gradation of 30 Bedded Community Health Centre at to 100 bedded Sub District Hospital at Bilawar Kathua” within the estimated cost of Rs.2818.44 Crore (Rupees Twenty Eight Crore Eighteen Lakh and Forty Four Thousand) only.
As per the order, The lump-sum provisions, either in terms of percentage or fixed as made for certain components of the DPR are provisional and shall be subject to detailed estimates based on actual details/ requirements and relevant rates, to be framed and approved by competent authorities well before invitation of tenders in accordance
The e-tendering procedure is followed for the fixation of the award of contract for execution of the project. The technical sanctions should be in place and fragmentation of project, while tendering, is not allowed. It should be ensured that there is no cost/time overrun in the execution of work and the work should be completed within the approved ceiling and timelines, the order reads.
“It must be ensured that all necessary NCCs are obtained from relevant regulatory authorities. The technical vetting is exclusively for the purpose of Accord of Administrative Approval and shall not be construed as any rate approval to the project or any approval for inclusion in the plan. All codal formalities are completed before execution of work and provisions of GFR-17 be strictly adhered to”, the order reads.
