Govt to relocate overstaying employees within seven days
The administration of Jammu and Kashmir has set the process in motion to relocate employees serving on the same place of posting for over five years in utter violation of the transfer policy, within seven days.
The process initiated after the directions of Chief Secretary Jammu and Kashmir Dr. Arun Kumar Mehta.
As per the transfer policy, the employees are transferred after completing three years service in a particular location. As per sources, scores of employees in various departments have not been transferred for years.
Sources alleged that most of these overstaying employees have close proximity either with higher ups or enjoying the political patronage due to which they kept themselves away from transfer procedure.
Meanwhile, the Jammu and Kashmir government has called for rationalization of staff, an order issued by General Administration Department.
The undersigned is directed to invite the kind attention of all the Administrative Secretaries towards this department’s 0.M No. GAD-ADMOII/20/2021-09-GAD dated 24.08.2022 regarding the subject cited above and request them to furnish the action taken report(s) in the matter for appraisal of the Chief Secretary, J&K, the order reads.
As per the order, the CoS meeting was chaired by Chief Secretary Arun Kumar Mehta last month.
The undersigned is directed to invite the kind attention of all Administrative Secretaries towards the decision taken in the CoS meeting held on 16.08.2022 on the subject above and to request them to identify and recommend the transfer of employees in their subordinate offices who have completed a tenure of more than five years, the order added.
At the outset, all Administrative Secretaries apprised the Chief Secretary of their departmental celebrations under Azadi Ka Amrit Mahotsav, which included various activities organized in collaboration with Urban Local Bodies, Panchayati Raj institutions, schools, colleges, and the status of various developmental activities. The Chief Secretary complimented all the Administrative Secretaries for their efforts and hard work towards organizing successful events to mark 75 years of Independence.
After threadbare discussions, the directions were issued on mentor secretaries, Back to Village-4, Swacch Bharat Mission (Urban and Grameen), biometric attendance, administrative inspection, rationalization of staff, and appointment of legal counsel.
On rationalizing staff, Chief Secretary Arun Kumar Mehta observed that some of the officials with tenure of more than five years need to be relocated immediately. All departments were asked to identify and recommend transfers of employees having tenure of more than five years.
