Principal in Kmr circumvents online attendance for four months, attached
It might sound strange but a principal of a government degree college in Kashmir has marked his attendance online from his home, without discharging his official duties, however, after complaints against the erring officer lodged, the Jammu and Kashmir government has attached his with the directorate of Colleges J&K
Sources in Civil Secretariat informed that Mr. Mujahid Ahmad, in charge of Principal Government Degree College (GDC) Qazugund has been attached to the office of Director Colleges J&K for unauthorizedly using a bio-metric device.
“Higher Education Department vide communication dated 11-11-2022, a show cause notice was served to Mr. Mujahid Ahmad, I/c Principal, GDC Qazigund regarding unauthorized use of the bio-metric device and directed to explain his position as to why action is not be initiated for installation of BAS device on personal device and marking attendance at a location other than office within a week’s time under J&K Govt. Employees (conduct) Rules 1971 and J8K Civil Services (Classification, Control, and Appeal) rules 1956”, Govt order no. 41 -K (HE) of 2023 Dated: 01-02-2023 read.
The order further reads that the in-charge Principal, GDC Qazigund failed to submit the reply to the Administrative Department within the stipulated time till date.
“The General Administration Department has issued instructions vide Government Order No. 650-JK(GAD) of 2022 dated 02-06- 2022,G.O.No. 651-JK(GAD) of 2022 dated 02- 06-2022 and Higher
Education Department has also issued Circular instructions dated 15-07- 2022, wherein all the officers/ officials of the department are directed to mark their bio-metric attendance, at the time of arrival and departure.
The department has received a complaint that Principal, GDC Qazigund marking online attendance from home and not being physically present in the college”, the order divulges.
“After perusal of bio-metric attendance on AEBAS for the month of October, November,
December- 2022 and January 2023, Mr. Mujahid Ahmad, I/c Principal, GDC Qazigund is again violating the instruction of the Government and marking biometric attendance from differentlocations other than GDC, Qazigund. In view of the above facts and grounds, he is hereby attached in the Office of Director Colleges, J&K Jammu for violation of section 3(i) of J&K Employees Conduct Rules, 1971 till further order”, the order reads.
