336 employees to shift base in Jammu for facilitating secretariat functioning

Though the practice of Durbar move has ended in Jammu and Kashmir, however to improve the functioning of civil secretariat in Jammu, 336 officers and employees working in 35 departments of Srinagar Secretariat will shift base to the winter capital-Jammu.

Last year the Jammu and Kashmir government ended 149-year-old ‘Darbar Move’ practice. Earlier, the J&K administration used to function in Jammu during the six months of winter and in Srinagar during the summer. The Government had claimed that the decision to end the years-long Darbar Move practice in Jammu and Kashmir has resulted in savings of around Rs.200 crore annually and increased disposal rate of the files to 90 percent.

However, it was clarified at that time that employees can be transferred to two capitals to improve the working of the system.

These employees will start working from the Jammu Secretariat in next few days. The administrative secretaries of various departments too will start functioning from the Jammu civil secretariat.

For the arrangement, the Jammu and Kashmir government has released the list of employees. These include 61 employees of general administration department, 33 employees of housing and urban development department, 28 employees of finance department, 18 employees of public works department, 14 each of health and medical education department and tourism department, 12 employees of Agriculture production department, 11 employees in LG’ office, civil secretariat, J&K, 10 employees of Information technology department, six employees of Agriculture production department(animal/sheep husbandry), four of Agriculture production department(horticulture department), five of ARI and Trainings department, six of Civil Aviation department, as well as employees of other departments.

The order of the Jammu and Kashmir government to send the employees of the Srinagar Secretariat to the Jammu Secretariat was issued today by Secretary, General Administrative Department, Piyush Singla.
“It is hereby ordered that the officers/officials figuring in Annexure-A & B to this Order shall work from Civil Secretariat, Jammu as well, as per functional requirement of the departments in addition to the employees already working at Jammu, for the Winter Session, 2022-23”, the order said.

The Jammu and Kashmir administration has already completely transitioned to e-office to ensure the functioning of the Civil Secretariat and other ‘move offices’ from Srinagar and Jammu cities, simultaneously, throughout the year.
