Govt sets motion in process to setup secretariat for Panchyatas
With aim to fully develop self-government at the local level, the panchayats in Jammu and Kashmir will soon have its own secretariat, where the officials will be in attendance for a couple of hours to solve people’s issues, especially rural folk.
The initiative has been taken to strengthen all three tiers of the Panchayati Raj Institutions (PRIs) including, district development councils and block development councils.
In the Panchayat secretariat the staff including Patwari, Panchayat Secretary, Anganwadi workers, Asha workers and other Panchayati staff remain available for two hours daily from 10 am to 12 noon. The citizens can avail services of the staff for getting various kinds of services.
Chief secretary, Arun Kumar Mehta has recently ordered deputy commissioners of entire Jammu and Kashmir to identify the buildings for establishing secretariats in their respective districts. Infact the district administrations have started looking for establishing such buildings at accessible locations.
Presently all the departments and wings are scattered and citizens are forced to travel from one office to another to get their routine work done. Now after the formation of Panchayat secretariats, people will get their issues resolved in hassle free and time bound manner. The progress of development at the ground level is being regularly reviewed. Funds are also being released continuously, but the lack of an administration system to solve the problems being faced by the people at the Panchayat level was being felt for a long time.
According to the instructions given by the Chief Secretary, the phone numbers of Panchayat Secretary, Patwari and other officers and employees will be made public on the website of J&K Panchayat. These numbers will also be publicly displayed on the building selected for the Panchayat Secretariat.
After the reorganization of Jammu and Kashmir, the government had amended the Jammu and Kashmir Panchayati Raj Act to provide for setting up of District Development Councils in each district, marking the implementation of the entire 73rd Constitutional Amendment in the union territory.
