B2V4: Govt ask departments, DCs to complete tasks, achieve deliverables

In connection with the fourth phase of the Back to Village programme, the Jammu and Kashmir government has ordered departments, agencies and officials to complete the task/achieve deliverables as a follow-up/way forward for the programme.

The departments, agencies and officials include Rural Development Department, all Deputy Commissioners, Planning, Development and Monitoring Department, Information Technology Department, Banks, General Administration Department and all departments.

An order in this regard has been issued by Piyush Singla, Secretary to the Government, General Administration Department.

Rural Development Department has been asked to a complete report of the programme including achievements, shortcomings if any and next steps, Ensure that all scanned copies of booklets of all previous B2Vs are digitized and handed over to the Planning Department for analysis and future use.

Also, the department has been asked to ensure that all booklets of B2V4 are uploaded by the visiting officers in digital format by 14th November and Coordinate and manage the entire follow-up for the programme including the PANCHAYAT PRABHARI SCHEME.

Deputy Commissioners have been asked to group all pending issues into local panchayat-level issues, district-level issues and Administrative department issues. Review the responses from all B2V booklets (B2V1, B2V2, B2V3 and B2V4 with special reference to the demands and complaints and draw out an Action taken Report (ATR1).

The DCs have been asked to submit all local and district level issues positively within a month’s time to the Planning Department as (ATR2)

Deputy Commissioners will submit all local and district-level issues positively within a month to the Planning Department by forwarding all Administrative Department level issues and policy issues to the concerned department GAD with a copy to the Planning Department (ATR3).

The Planning, Development and Monitoring Department has been asked to submit a detailed report on the overall achievement of deliverables and quantitative targets achieved. Submit the report of the concurrent evaluation of the programme carried out by it.

Finalize the proposal for the B2V award in consultation with the B2V team and sent it to GAD for approval. The department has also been asked to collect the Action Taken Report (1-3) from the DCs and ATR from the departments as explained above the monitor progress to ensure that all the legitimate demands and grievances are addressed. Information Department Technology Department has been asked to Submit a detailed monthly report on the number of camps organized, awareness generated and quantitative targets achieved.

Banks have been asked to submit a detailed report on the overall achievement of self-employment targets and ensure that all new cases received and processed and disposed of within one month and hold a function after one month to hand over sanctions and disbursement to candidates.

GAD has been asked to issue orders for Panchayat Prabhari Scheme Ensure that awards for B2V4 are finalized and given on Republic Day 2023 Information Department to prepare a coffee table e-book and film on the basis of details to be shared by RDD.

All departments will review their respective deliverables and ensure saturations and review (ATR3) received from the DCs and resolve as many issues as possible and send an Action Taken Report to the Planning Department.
The government has appointed visiting officials to the programme as Prabhari officers for a year.

The Prabhari officers have directed make a quarterly follow-up visit to the Panchayats that they were allotted besides monthly virtual participation on the first Monday of every month and lay special focus on 101 deliverables.

An order in this regard has been issued by the General Administration Department.
“It is hereby ordered that officers deployed as Visiting Officers for the 4th Phase of the Back to Village Programme by the General Administration Department in terms of Government Order No. 1281-JK(GAD) of 2022, dated 22.10 2022, or by the Deputy Commissioners across the Union territory of Jammu and Kashmir, shall be the Prabhari Officer(s) for the concerned Panchayat(s) for the next one year or till decided otherwise”, reads the order.

It is further ordered that the first follow-up visit of the Prabhari officer(s) shall be between 1st to 15th December 2022. The Prabhari officer shall guide and mentor the Panchayat(s), support and monitor all developmental activities and remove bottlenecks, if any, in the developmental process.

They shall ensure the resolution of legitimate grievances/ demands, and follow up on the following deliverables of the Back to Village Programme, Swachh Gram Programme saturation; dissemination of information regarding Jan Bhagidari; issuance of Land Passbooks; 100% saturation of golden cards; completion of pending inheritance mutations by the concerned Revenue officers; distribution of e-Shram Cards to all eligible beneficiaries and 100% Aadhar Seeding/Penetration.

Also, Prabhari officers should ensure rejuvenating self-employment across all Panchayats by facilitating the interaction of eligible youth with concerned agencies/marketing awareness programmes, banks and other agencies/line departments, the progress of Jal Jeevan Mission, Panchayat Paani Samitis, formation/activation of Panchayat Youth Clubs and progress achieved under Mission Amrit Sarovar.

The Prabhari Officer(s) shall lay special focus on 101 deliverables of various departments’ inter-alia priority areas mentioned above.
