4 Lane Ring Road in Sgr, LG displeased over slow progress
Following the displeasure by Lieutenant Governor Manoj Sinha over the slow progress of issuing mining NOCs and permissions for the construction of 4 Lane Ring Road, National Bypass around Srinagar city, the administration in Kashmir has directed officials to complete the documentation process within three days.
National Highway Authority of India (NHAI) and National Highway Infrastructure Development Corporation Ltd. (NHIDCL) are constructing major development projects viz, Srinagar: Ring Road, Four Laning of Srinagar-Banihal section and emergency landing strip besides other projects through their principal contractors in Kashmir wherein ordinary earth/soil is key constructional material along with other minor minerals.
Whereas, in this regard Geology & Mining Department is issuing; short terms permit for lifting and transportation of soil, RBM etc. The process of permission takes lot of time; resultantly the progress of these projects gets hampered, which has not gone well with Lieutenant Governor Manoj Sinha, who has conveyed his displeasure to officers.
Meanwhile, reports said that two back to back review meetings were held on last Friday and Saturday by Divisional Commissioner Kashmir P K Pole with senior government officials.
A senior government official who was part of the meeting told The News Now that the Divisional Commissioner Kashmir, P K Pole directed the officials that documents and NOCs for mining application shall be granted within three days positively so as to achieve the desired progress on the projects under execution.
“The Div. Com Kashmir also stated directed that the delay if any, will be reviewed and actions, as warranted, shall be initiated against the erring; officer/officials. Specific directions stand issued by this office shall be adhered to in letter and spirit”, the official said.
Also during the meeting, the Div. Com Kashmir directed that Assistant Commissioner Revenue of the district shall be the nodal officer for monitoring/issuing the NOCs for lifting/transporting of soil/clay and RBM material. However, in respect of District Baramulla, ADC concerned shall be the nodal officer, the official said.
“Further, the Divisional Commissioner Kashmir, P K Pole during the meeting directed the Deputy Commissioners of Baramulla, Srinagar, Pulwama and Budgam shall identify at least 100 kanals of land from which clay/ordinary soil is lifted and transported up to the ring road”, the official added.
